Duties include, but are not limited to, the following:
- Carrying out an integrated BLS management control program in compliance with the framework established by management control-related requirements and regulations
- Directing staff in conducting, and personally participates in developing the standards, policies and procedures needed to implement the Bureau's management control program
- Directing staff and personally participates in coordinating the Division's activities to support BLS emergency planning
- Directing staff in coordinating the Division's effort to support the BLS Security Review Program, including but not limited to security audits, investigations and reviews
- Providing technical advice and consultation to Bureau managers and employees, contractors and agents, cooperating State agencies, and other Federal agencies involved in or affected by BLS management control program and security review program policies, standards, and procedures

QualificationsSpecialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the federal service. This experience must have equipped the applicant with the particular knowledge, skills, and ability to successfully perform the duties of the position to be filled. Experience indicators at this grade level include demonstrating ALL of the following:
- Conducting work utilizing the theories, principles, practices, and policies related to the confidentiality, privacy, and security of federal information, such as the Federal Information Security Modernization Act (FISMA), Confidential Information Protection and Statistical Efficiency Act (CIPSEA), and/or the Privacy Act
- Providing support and assistance with Management Control and Emergency Management programs;
- Performing agency liaison activities with the Office of Inspector General.
As a condition of employment for accepting this position, you may be required to serve a 1-year probationary period during which we will evaluate your fitness and whether your continued employment advances the public interest. In determining if your employment advances the public interest, we may consider:
- your performance and conduct;
- the needs and interests of the agency;
- whether your continued employment would advance organizational goals of the agency or the Government; and
- whether your continued employment would advance the efficiency of the Federal service.
Upon completion of your probationary period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.

You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states: Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interest and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.
Supervisory Financial Disclosure: This position is subject to the confidential financial disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95-521). Therefore, if selected, you will be required to complete a Confidential Financial Disclosure Report (OGE Form 450) to determine if a conflict or an appearance of a conflict exists between your financial interest(s) and your prospective position with DOL. This information will be required annually.
