The Air Force Civilian Service (AFCS) is looking for a Full-Time Supervisory Procurement Analyst (NH-1102-04) to work at Air Force Materiel Command (AFMC) in the Air Force Sustainment Center (AFSC)'s Small Business Office, AFSC/SB at Tinker Air Force Base in Oklahoma City, Oklahoma. 2026 Salary Range: $125,776.00 - $192,331.00/Year (includes locality)

Who May Apply: Current AFMC Federal Employees

Serves as a manager and Senior small business advisor, establishing policy and furnishing guidance and assistance as the authoritative technical expert/advisor supporting small business in the acquisition process and exercise control over subordinate CSRA and nonsupervisory employees in the organization. Promotes contracting with small businesses, including small-disadvantaged, HUBzone, women-owned, veteran-owned, and disabled veteran-owned businesses and historically black colleges and university/minority institutions at both prime and subcontract levels.

Additional Position Requirements

1. Must be able to obtain and maintain the required security clearance for the position.

2. May be required to work extended or other than normal duty hours.

3. May be required to travel away from the normal duty station for training or mission accomplishment.

4. Is considered a Procurement Official IAW procurement integrity provisions contained in section 27 of the Office of Federal Procurement Policy Act (41 USC 423).

5. The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.

6. In accordance with the Ethics in Government Act, 1978, employee is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.

Knowledge, Skills and Abilities (KSAs)

1. Expert level/extensive knowledge of Government and agency specific guidelines and business practices, including statutes, regulations, policies and procedures in areas of contracting and acquisition.

2. Expert/comprehensive knowledge of business practices and market conditions used to evaluate responsiveness, contractor responsibility, contractor performance, and other wide ranging contract actions when these actions are not well-defined.

3. Expert/comprehensive knowledge of and ability to utilize AoP concepts and initiatives to apply procedures, requirements, regulations, and policies related to specialized expertise in the work of the unit, including the ability to maintain credibility with others on technical matters.

4. Knowledge, skill and ability in written communications sufficient to develop and publish acquisition guidance and other material.

5. Skill and ability to advise, appraise and lead subordinates, and brief and interact with high-level executives in Government and industry.

6. Skill in oral communications to present sensitive recommendations to higher authority, to promote effective acquisition teams, and to appropriately represent the department or agency.
