Job Summary

This position is located in the Department of Health (DOH). The School Health Services Program (SHSP) is responsible for delivering comprehensive school-based healthcare to students across the District of Columbia. Services are provided in health suites located within schools and are designed to ensure timely access to primary care, preventative screenings, chronic disease management, and health education. The incumbent works under the general direction of the Bureau Chief, exercising a high level of independence in selecting approaches and methods for conducting work. Within the framework of delegated authority, the incumbent is responsible for administering and managing assigned functions and programs. Work is reviewed for the achievement of objectives and compliance with agency policies and regulations. Guidelines consist of but not limited to applicable laws and regulations, policies and procedures of the District of Columbia and the Department of Health. The incumbent uses seasoned judgment in interpreting and adapting guidelines.

Major Duties and Responsibilities

Organizes, plans, directs, implements, supervises and evaluates clinical services provided by nurses and support staff. Directing and managing a comprehensive nursing service across assigned areas or programs, which may include clinical, school-based, and community-based settings. Assigns personnel based on service needs, staff availability, and qualifications. Provides technical guidance to ensure adherence to professional nursing standards and best practices. Develop and implement quality control measures to maintain high standards of nursing care. Oversees nursing services for specialized programs and initiatives. Monitoring the effectiveness of nursing interventions and recommending improvements. Conducts staff performance evaluations through direct observation, record reviews, and feedback sessions. Collaborate with leadership, school administrators, medical directors, and other stakeholders to coordinate nursing services. Prepares and submits reports, statistics, and other relevant data related to nursing services. Participates in research initiatives and program evaluations. Attends and contributes to meetings at the department, office, and program levels. Assists in the selection, training, and preparation of staff for emergency response, first aid services, and public health initiatives. Leads nursing activities related to epidemiological studies and outbreak investigations. Coordinates clinical training experiences for nursing students and observational opportunities for healthcare teams. Serves as a liaison with community agencies and partners to strengthen health services and outreach efforts. Engages in professional development through memberships, continuing education, and review of current literature.

Qualifications and Education

Must possess a graduate or higher-level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

Specialized Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least one year (1) of the next lower grade level in the normal line of progression.

At least 3 year of hands-on patient experience in a healthcare or school setting within a managerial role is strongly preferred.

Licenses, Certifications, and Other Requirements

Must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Must possess CPR/AED certification and complete continuing education requirements as mandated by DOH or federal grants.

Incumbent is required to possess a valid driver license in order to operate a government/personal vehicle to conduct site visits and nurse trainings.

Working Conditions and Environment

The work is performed in a school health suite within a public or charter school setting. There is potential exposure to communicable diseases, bodily fluids, and other medical hazards. The environment can be fast-paced, busy, and unpredictable, requiring strict adherence to infection control and safety protocols, as well as the ability to respond effectively to unexpected medical events.

An emergency employee who has been designated and activated will be called in to work, required to stay at work, or required to telework, if approved to do so, during the particular emergency situation.
