Summary

This position is in the Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA) Education Service. The Service has department-wide responsibility for activities relating to administering VA educational assistance programs to Veterans, Servicemembers, National Guard and Reserve members, and eligible dependents for their military service to the Nation.

Duties

Specific duties include:

  • Ensure that the organization's strategic plan, mission, vision, and values are communicated to the team and into the team's strategies, goals, objectives, work plans and work products, and services.
  • Articulate and communicate to the team the assignment or project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion.
  • Coach the team in the selection and application of appropriate problem-solving methods and techniques, provide advice on work methods, practices and procedures, and assist the team and/or individual members in identifying the parameters of a viable solution.
  • Lead the team in: identifying, distributing and balancing workload and tasks among employees in accordance with established workflow, skill level and/or occupational specialization; adjusting the workload in accordance with established priorities to ensure timey accomplishment of assigned team tasks; and ensuring that each employee has an integral role in developing the final product.
  • Train or arrange for the training of team members in specific administrative or technical training necessary for accomplishment of individual team tasks.
  • Monitor and report on the status and progress of work, check on work in progress and reviewing completed work to see that the supervisor's instruction on work priorities methods, deadlines and quality have been met.
  • Serve as coach, facilitator and/or negotiator in coordinating team initiatives and in consensus building activities among team members.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:07/13/2026.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

  • For a GS-14 position you must have served 52 weeks at the GS-13 level.


The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:

GS-14 Grade Level:

  • Specialized Experience: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade level (GS-13) in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience demonstrating all of the following:
    • Experience in leading data analytics initiatives to support organizational goals.
    • Experience in developing and implementing data governance and performance measures.
    • Experience in using data visualization and business intelligence tools to analyze complex data.
    • Experience in managing data analytics projects and monitoring progress to ensure successful outcomes.


Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.

Physical Requirements: The work is sedentary. It occasionally requires carrying of light objects such as files, books and papers, some walking, standing, and bending. No special physical qualifications are required.
