Duties

Help

  • Serves as the Associate Director for Human Capital Transformation
  • Develops and maintains the agency's human capital strategy, ensuring strict alignment with the Director's guidance and the overarching DLA Strategic Plan while fostering a culture of continuous process improvement (CPI).
  • Develops and manages agency-wide initiatives that drive employee engagement and workforce resilience including the design, implementation, and management of a comprehensive culture model and assessment strategy.
  • Leads the Change Management program, providing authoritative guidance on change policies, procedures, and strategies across the agency.
  • Coordinates with internal and external stakeholders to execute organizational alignment for enterprise business system transformation teams, delivering critical subject matter.....

Qualifications

To qualify for a Supervisory Management and Program Analyst, your resume and supporting documentation must support:

A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to the GS-14 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

  • Leading the design, development, and execution of enterprise-wide human capital strategies aligned with overarching agency strategic goals. Directing large-scale, enterprise-level change management programs and policies; establishing governance frameworks, change networks, and operational readiness strategies. Designing, administering, and evaluating agency-wide organizational culture, climate, and workforce resilience models. Directing comprehensive strategic communication plans, stakeholder engagement frameworks, and digital/web platforms to deliver transparent, consistent messaging.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
