Summary

About the Position: The Watervliet Arsenal is an Army-owned & operated manufacturing center located in New York. It is the oldest, continuously active arsenal in the United States having begun operations in 1813. Today it is relied upon by U.S. and foreign militaries to produce the most advanced, high-powered weaponry for cannon, howitzer, and mortar systems. The Arsenal is the only location in the DoD that has a weapons research facility (Benét Labs) collocated with a manufacturing facility.

Duties

Help

  • Develop plans, milestones, and policy for the accomplishment of assigned functions and on an immediate and long-range basis.
  • Review and analyze data to determine problem areas and direct root cause analyses and actions for resolution.
  • Ensure timely performance of work and that quality and process improvement standards are met.
  • Represent area of responsibility at conferences and meetings held on-post or externally, with authority to make depot commitments within the area of responsibility.
  • Brief management and major subordinate commands on original concept, solutions to problems, and resolves conflicts on difficult technical questions.
  • Administer the personnel management program.
  • Work directly with depot leadership to formulate, develop, and implement processes that evaluate, correct, and improve customer service and satisfaction.
  • Initiating and conducting studies to improve the effectiveness of industrial production and manufacturing processes.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must possess or attain Black belt certification from the Army Lean Six Sigma Black Belt certification program or equivalent recognized certification within 24 months of being selected for this position.
  • One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.
  • Incumbent must meet all Level 1 and Level 2 requirements in the TACOM D and A Certification Program within 12 months of being placed on the position. Are you willing to meet these certification requirements?


Qualifications

Term Appointment NTE - Position may be filled as a Term Appointment NTE 13 months. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, Term appointments may be extended beyond eight (8) years.

Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) Developing and implementing procedures or methods to accomplish continuous process improvement programs; 2) Conducting studies to optimize industrial manufacturing and production processes; 3) Planning work assignments for subordinate employees to ensure the completion of command goals; and 4) Developing and interpreting guidelines or policies for management and personnel throughout the organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.
