Summary

About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at U.S. Cyber Command J1, Fort Meade, Maryland.

Duties

Help

  • Serve as Deputy Chief of Staff (D/CoS) for the Director and Deputy Director.
  • Facilitates efforts of competency managers to design and validate requirements for and allocate available assets to address the mission and achieve the organizations/Commanders primary program objectives.
  • Advises the CoS on strategic planning, policy issues, management of key organizational relationships and mission requirements.
  • Provides insights on the progress of cyberspace operations initiatives to managers of technical/functional SMEs.
  • Ensures that unique processes, methods, and tools are documented in Standard Operating Procedures (SOPs), and that new team members are in-briefed.
  • Establishes and directs implementation of the organizations processes and policies for the effective administration of all resources and programs.
  • Translates organizational decisions on operations support issues and functions into effective action plans.
  • Performs the full range of Supervisory duties.
  • Coordinates the efforts of the support team with those of other Command elements, as well as with external program partners to effectively plan and conduct cyberspace operations.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
  • Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft.
  • The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
  • This position has been designated as a Testing Designated Position (TDP), Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Army, national security, and public safety.
  • Incumbent is required to: (a) refrain from the use of illegal drugs, and (b) if requested, submit to urinalysis testing.
  • Incumbent may be selected for random drug testing and may be subject to reasonable suspicion testing and safety mishap or accident testing.
  • The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1) Providing guidance and in-depth analysis on cyberspace program strategy, plans and policy; 2) developing plans for cyber operations through coordination with other planners, operators and/or analysts; 3) delivering oral and written briefings, presentations, and cyberspace operations reports for cyberspace operations; and 4) leading a team of cyberspace specialists.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.

  • If you are a current federal career/career-conditional employee, you will be placed on an excepted appointment.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • You will be required to provide proof of U.S. Citizenship.
  • This position requires a 3 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest.   • Must be able to obtain and maintain a Top Secret security clearance with Sensitive Compartmented Information access.
  • Incumbent (or Selectee) is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoDM 8140.03 Cyberspace Workforce Qualification and Management Program dated 15 February 2023.
  • Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
