- You will perform the following duties as the Civilian Deputy Director - Command, Control, and Communications:
- You will ensure development and execution of information systems, networks, and cybersecurity policies that moves the Navy toward a more secure, resilient, and data-centric focus.
- You will oversee enterprise and tactical network programming and requirements to include cybersecurity aspects in the Navy Command, Control and Communications (C3) program portfolio.
- You will provide leadership and guidance for OPNAV N99C Branch and their associated Team Leads and Requirements Officers.
- You will directly supervise a multidisciplinary team of government civilians, contractors, and military personnel.
- You will oversee the execution, metrics, and reporting regarding information systems, networks, and cybersecurity policies.
- You will oversee executive stakeholder engagement and strategic level communications with key stakeholders in executive forums.

- The incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
- This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- This position requires the ability to obtain and maintain a Top Secret/SCI Security Clearance.
QualificationsYour resume must demonstrate one year of specialized experience equivalent to the next lower grade level (GS-14) or pay band in the federal service or equivalent experience in the private or public sector leading a team in the development and execution of information systems, networks, and cybersecurity policies. Examples of specialized experience include the following: 1) Expert in Navy Command, Control, Communications programs and systems; 2) Determining and developing methods and technical solutions for communicating complex analysis and metrics to different audiences, including Flag Officers, Senior Executive Service (SES), and joint leaders; 3) Demonstrating exceptional oral presentation skills and written communication skills, including experience drafting formal military staffing packages and briefing material; 4) Applying advanced management and organizational principles and practices with a comprehensive knowledge of quantitative and qualitative methods for analyzing program health, cost-benefit trade-offs, and policy impacts; 5) Coordinate with stakeholders to build consensus across applicable Subject Matter Experts (SMEs), other resource sponsors, Portfolio Acquisition Executives (PAEs), System Commands (SYSCOMS), and across the military services and combatant commands to build coalitions; 6) Apply expert level knowledge as a leader and/or first level supervisor, managing complex tasking across a diverse team to achieve strategic outcomes; 7) Knowledgeable in Navy Planning, Programming, Budgeting and Execution as well as Requirements Management.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
