Duties

Help

Serves as the Chief Information Security Officer (CISO), who provides direction and supervision to a staff of professional and administrative personnel and Contractors.

Defines and drives the security implementation and assessment of IT infrastructure systems, security controls, standards and technology, and ensures that FBOP systems maintain compliance with all applicable security guidelines.

The incumbent maintains final "TOP SECRET" clearance as a condition of assignment to this position.

Handles CLASSIFIED documents and communications in a manner consistent with Executive Order 12356, 28 CFR part 17, and appropriate DOJ orders.

Provides authoritative advice and guidance related to the Federal Bureau of Prisons' (FBOP) IT security program.

Serves as senior expert and consultant to top agency management officials, including Department of Justice (DOJ), for security advice on integrating IT programs with other key mission-critical agency programs.

Develops and implements training for all BOP staff ensuring awareness of information security encompassing computer support, hardware, software, systems, procedures, data, telecommunications, personnel, physical environment, networks and firmware.

Basic Requirements:

Applicants may qualify by meeting or exceeding the minimum proficiency level established for each of the required competencies listed below,

Specialized Experience:

You must have one year of specialized experience at the next lower grade level(or equivalent). Specialized experience is experience that has equipped the applicant with the knowledge, skills, and abilities/competencies to perform successfully the duties of the position and is related to the work of the position to be filled but may now be obtained through other means. Such demonstratable knowledge, skills, and abilities/competences may be typically gained in the IT field or through the performance of work where the primary concern is IT.

Some examples of qualifying experience:

-Experience applying the principles, methods, and tools for evaluating information systems security features against a set of specified security requirements. Includes developing security certification and accreditation plans and procedures, documenting deficiencies, reporting corrective actions, and recommending changes to improve the security of information systems.

-Experience practicing the methods and techniques used for establishing internal control activities (for example, authorizations, verifications, reconciliations), monitoring their use, and evaluating their performance (for example, identification of material weaknesses or significant deficiencies).

-Extensive knowledge of the various methods and controls are used to validate the identity of individuals to verify access approval and level, and monitor activity to ensure that only authorized access is taking place.

OR

Applicants may also be considered to have satisfied the minimum qualification requirements for a position if they can present evidence that clearly justifies a high evaluation of their competence, such as one or more of the following:

-Appropriate licensure, registration(s), certification(s); or

-A substantial record of experience, achievement, and publications that demonstrates eminence in the appropriate profession/technical field.

Applicants can qualify fully on the basis of licensure, certification, registration, or special training as an alternative to experience. Applicants must provide copies of all such documentation when submitting an application.

-Applicants must have been working in the information Security and Vulnerability Assessment field for the past 24 consecutive months identifying vulnerabilities to deter, repair and/or remove issues utilizing the latest technology.

Special Conditions of Employment Section:

Initial appointment to a supervisory/managerial position requires a one-year probationary period.

The incumbent is subject to geographic relocation to meet the needs of the agency.
