3. Develops, justifies, and manages organization-wide budgets for annual projects and programs.

4. Determines and allocates the level and mixture of program resources and operational prioritization and redirects resources as necessary.

5. Interprets complex strategy and policy problems by applying expert knowledge of policy, strategy, and programs to solve problems.
