About the Position: Works under the very general administrative direction of the District Commander who makes assignments of a very broad and general nature covering long-range program objectives, plans, and policies.

Duties

Help

• As Chief, Planning Division, serves as the principal technical advisor, consultant to the District Commander and other District organizations.
• Exercise broad overall management and direction of Planning Division work, programs, and functions.
• Provide advice and recommendations to the Commander concerning planning programs and major studies.
• Organize and formulate long range District planning goals and objectives for current and future program requirements in order to respond to changing national and regional needs.
• Lead, plan, schedule, organize, coordinate, and control the District's planning program.
• Assure District compliance with all Federal and state environmental legislation, including Acts related to protection of water, air, and restoration of cultural resources, fish and wildlife resources and recreation resources.
• Oversee requirements related to state water quality certification, manages water quality studies and prepares water quality reports.
• Review other agency environmental impact statements, project reports, construction plans and programs for compatibility with Corps plans, programs, and projects.
• Lead and direct the planning support for military customers.
• Assure that optimum participation by interested members of the public (including environmental groups, port and navigation interest, flood control interest, private citizens, and others) is obtained during the planning processes.

• The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.

• A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Basic Requirement for Engineers: A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.ORB. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico.3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program.4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

Basic Requirement for an Architect:A. Degree: Bachelor's degree (or higher degree) in architecture or in a related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.ORB. Combination of Education and Experience: College-level education, or (2) Experience: 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of any college courses, 5 years of such experience is required. This experience must have demonstrated that you have acquired a thorough knowledge of the fundamental principles and theories of professional architecture.In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Basic Requirment for Economist 0110: A - Degree in Economics. Possession of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in economics that included: At least 21 semester hours (or equivalent quarter hours) in economics; AND At least 3 semester hours (or equivalent quarter hours) in statistics, accounting, or calculus. ORCombination of Education and Experience: A combination of college-level education and experience that includes:Coursework equivalent to a major in economics, including at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus (as detailed in Option A above); PLUS / AND Appropriate experience or additional education that demonstrates professional competence in economic theories, principles, and analytical methods.

Education

Basic Requirement for Archeology 0193: This position has a positive education requirement. All applicants must satisfy Option A, Option B, OR Option C to be found minimally qualified for professional positions in the GS-0193 series:

Option A - Degree in Archeology or Related Curriculum;Possession of a full 4-year course of study leading to a bachelor's or higher degree from an accredited college or university in archeology, or a related curriculum that satisfies the following:

1. Coursework Distribution: The curriculum must have included at least 3 semester hours (or equivalent) in each of the following five (5) areas: History of Archeology, Archeology of a Major Geographical Area (such as North America, South America, Mesoamerica, Europe, or Africa).Regional Archeology, Archeological Cultures, or Sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development.Theory and Methods of Archeology (methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques).Archeological Field School, providing a foundational understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work; AND
2. Related Coursework: At least six (6) semester hours of related coursework in one or more of the following subjects:Geography, geology, or cultural geography;History, historiography, or historical archeology;Environmental studies;Scientific writing (non-fiction English composition); and/or Surveying; AND Archeological field school (if not credited above). OR
3. Related Curriculum (Anthropology, History, etc.): A degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline, provided that the academic curriculum supplied coursework sufficiently similar to the requirements in A.1 and A.2 above, including completion of an archeological field school.
   
   Option B - Combination of Education and Experience
   
   A combination of college-level education or training that provided knowledge equivalent to that described in Option A above, plus appropriate technical experience or additional education that, when combined, equals 100% of the requirement.The coursework must have covered foundational principles, field methodology, theory, and include an archeological field school or equivalent documented field research training.OR Option C - Professional Experience (4-Year Equivalent) Four (4) years of archeological work experience demonstrating a thorough knowledge of the fundamental principles and theories of professional archeology. Fieldwork Requirement: The experience must have included archeology field experience (which may include experience gained in an archeological field school).Scope of Experience: Field experience must include a combination of professional work in archeological survey, excavation, laboratory analysis, and preparation of written reports.Crew Leadership Capability: Applicants qualifying under this option must demonstrate that, after additional experience under the direction of a higher-grade archeologist, they possess the ability to serve as a crew chief, directing the work of others at a single field location as part of a larger archeological investigation.
