Summary

About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.

This position is located at the 780th Military Intelligence Brigade, located at Fort George G. Meade, Maryland.

Duties

Help

  • Serve as Team Chief and Senior Intelligence Analyst for the 780th Military Intelligence Brigade (Cyber)
  • Conduct in depth analysis of the Threat by country and group in order to rapidly respond to their activities.
  • Coordinate efforts across the Cyberspace Operation (CO) spectrum with the Joint community and other agencies within the Department of Defense/Department of War.
  • Fully understands the United States SIGINT System (USSS), United States Signals Intelligence Directives (USSIDs), Intelligence Oversight, and all facets of Information Operations, focusing on Cyberspace Operations (CO).
  • Experienced with the National SIGINT Requirements Process and understands national-level systems capabilities and limitations.
  • Possess broad knowledge of global telecommunications technologies and methodologies, computer networks, security, hardware, and operating systems.
  • Supervise assigned military and civilian personnel; provides technical guidance to assigned contractor personnel performing a variety of intelligence, IO and Cyberspace Operations (CO) support functions.
  • Identify professional development and training needs for improvement of self and subordinates.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Must be able to obtain and maintain a TOP SECRET security clearance based on a Single-Scope Background Investigation (SSBI) with eligibility for Sensitive Compartmented Information (SCI).
  • Must be able to obtain and maintain access to National Security Agency (NSA) facilities and networks.
  • Temporary duty (TDY) travel may be required 25% or less.
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • This position is considered Key and the essential nature of the position prohibits the position from being vacated during a national emergency or mobilization and cannot be filled by Ready Reservists or military retirees with recall obligations.
  • Failure to perform the duties of this position may result in appropriate action - defined as separation for the efficiency of the Federal service under the procedures contained in 5 CFR 752.
  • This position is designated Mission Essential and the incumbent must be able to remain on duty or make every effort to report to duty on-time during emergency and/or crisis situations.

Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.

Specialized Experience: One year of specialized experience which includes: Providing situational awareness and actionable intelligence regarding cyber threats impacting the assigned target areas of interest and associated systems; Performing Signals Intelligence (SIGINT) analytic efforts throughout the entire SIGINT production process; and Providing technical guidance to fellow intelligence personnel/contractor personnel on performing a variety of Cyberspace Operations (CO) support functions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS/GG-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.

Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
