This vacancy is for a GS - 1750 - 13, Supervisory Instructional Systems Specialist located in the Department of Homeland Security, U.S. Coast Guard, TRACEN PETALUMA PERFORMANCE SYSTEMS DIVISION -TPS in PETALUMA, California.
DutiesYou will serve as a Supervisory Instructional Systems Specialist and be responsible for the Instructional Systems Training Branch, in the Performance Systems Division (PSD), Training Department, United States Coast Guard Training Center Petaluma. PSD's mission is to standardize curriculum development, analysis, evaluation, instructor performance/ development. The incumbent manages a staff comprised of military and civilian positions; provides curriculum development and review and training evaluation for resident and advanced distributed learning delivery. Additionally, the incumbent provides advice and recommendations for key Training Department performance improvement initiatives in the areas of resident, distance learning, blended learning, and alternative delivery options..
Typical work assignments include:
- Performing the administrative, technical, and human resource management functions relative to the staff supervised.
- Serving as an authoritative consultant, supporting the establishment of guidelines and policy for evaluation and quality assessment of new or modified performance support and instructional programs
- Providing professional advice and guidance on matters of instructional materials development.
- Providing systematic review of all curriculum outlines to ensure job aids, performance supports, simulations/simulators, and web-based applications are used to the fullest extent compatible with ensuring cost effective curricula.
- Evaluating instructional technology, training, performance, quality, and leadership professional development programs for potential use by Training Department staff.

QualificationsBasic Requirements: This position has a positive Education Requirement in addition to at least one year of Specialized Experience or substitution of education for experience or combination (if applicable) in order to be found minimally qualified. EDUCATION: Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:
- Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
- Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
- Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
- Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
- Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
AND
To qualify at the GS-13 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis.
- Establishing performance guidelines and developing work plans for staff.
- Conducting work performance evaluations.
- Knowledge of training and instructional programs in the field of performance improvement and contract management.
- Conducting a review of instructional materials, job aids, and/or other training systems, advising of recommended corrections.
- Researching, testing, and selecting new technologies to improve efficiencies in established learning.
- Measuring and analyzing the effectiveness and efficiency of a training/instructional program
