Summary

This position is in Region 10, Mission Support Division, Human Resources Branch. About Region 10: Region 10.

This is an office-centered positionyou must physically report to one of the duty stations stated in this announcement on a regular basis (location TBD after candidate selected).

Duties

Help

You will:

  • Plan, direct, and implement Human Capital programs for the region to ensure effective workforce planning, recruitment, onboarding, and employee and labor relations.
  • Serve as advisor to regional management on a broad spectrum of human capital matters to persuade management officials.
  • Supervise and lead the regional human capital staff to ensure technically accurate, compliant, and mission-aligned HR services that support regional and agency priorities.
  • Maintain effective relationships with internal and external customers and business partners to identify and meet customers human capital needs for mission success.


You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

As a condition of employment for accepting this position, you will be serving in a position in Schedule Policy/Career of the excepted service. You will obtain competitive status after two years of service in this position, if applicable. Your employment in this position will be at-will, and you are not required to serve a trial period. Merit Systems Protection Board (MSPB) appeals of adverse actions concerning performance, discipline, and other matters arising under Chapters 23, 43, and 75 of Title 5, United States Code, will not be available to an individual serving in this position. Prohibitions on prohibited personnel practices will be enforced by the Office of General Counsel and not the Office of Special Counsel.

You must be a U.S. citizen.

This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

Qualifications

NOTE: You must meet qualification requirements by the closing date of this announcement.

To qualify for the GS-15 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-14 level defined as advising on policies and procedures related to federal labor and employee relations, recruitment and staffing, performance management, training and employee development; and leading initiatives to improve organizational processes and making recommendations for the development of new human resources techniques or methods.

This position is excluded from provisions of the Interagency Career Transition Assistance Program (ICTAP).

If you are selected, travel, transportation, and relocation expenses will not be paid by EPA. Any travel, transportation, and relocation expenses associated with reporting to work in this position will be your responsibility.
