Summary

This position is within the Office of Human Resources. As a Supervisory Human Resources Specialist, you will provide technical and administrative direction to a team who performs the full range of position management, position classification, and recruitment and placement functions for the National Nuclear Security Administration.

As a Supervisory Human Resources Specialist, you will:

  • Plan, organize, monitor and direct the activities of a geographically dispersed HR team, ensuring that HR position management, classification, and staffing services for SES, SL, ST, Competitive Service, and Excepted Service positions comply with statutory, regulatory, agency requirements and provide technical assistance on complex and sensitive matters.
  • Serve as a recognized authority on the management and administration of position management, classification and staffing programs for NNSA and provide expert advice to employees and managers throughout NNSA.
  • Evaluate federal position management, classification, and recruitment and placement program activities and practices, identifying opportunities to business processes or service delivery to support NNSA organizations in the accomplishment of their missions.
  • Develop and deliver reports and briefings on strategic human capital initiatives.

Qualifications

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-2 or GS-12. Specialized experience for this position is defined as leading a team in providing federal classification or recruitment and placement services, projects, or initiatives AND experience interpreting and applying federal human resources management principles, concepts, regulations, and practices in the areas of federal position management and classification or federal recruitment and placement as outlined in the qualifying examples below.

  • Independently applying Office of Personnel Management classification standards to issue authoritative pay plan, title, series, grade/pay band, supervisory coverage determinations and writing evaluation reports to support classification determination and reviewing positions, organization structures and reporting relationships to provide expert position management and classification advice to leadership officials.
  • Independently performing the full range of recruitment and placement functions to include developing job analyses, advising on assessments, drafting job opportunity announcements, reviewing applications for eligibility and qualifications, issuing certificates, setting pay, extending job offers, and processing personnel actions.


Time-in-Grade/Band: Current Federal employees must have completed 52 weeks in a position equivalent to the next lower band (NQ-2) or GS-12.

CTAP/ICTAP candidates: CTAP and ICTAP candidates will be eligible for selection priority if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a "well qualified" rating of 85 out of 100.
