- Conduct program analysis concerning all aspects of the assigned Military Health System, ensuring compliance with established practices and making recommendations for the development of new policies and procedures.
- Identify problems with Healthcare System processes and recommend alternatives to improve processes, identifying and reporting any quality improvement issues.
- Make recommendations to the chain of command, Executive Leadership, Department Chiefs, and Service Chiefs/Clinical Managers on findings that may affect productivity, access and quality of service.
- Provide substantive management support in the areas of program cost analysis, annual and multi-year fiscal planning, and development of annual health promotion programs.
- Manage and oversee government contracts.
- Monitor and coordinate personnel matters and special emphasis programs.
- Determine and plan work to be accomplished by employees.

- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.

Specialized Experience: One year of specialized experience which includes identifying problems with and advising on Healthcare System processes; assisting with program cost analysis and preparation of the annual budget; assisting with program analysis to identify issues affecting productivity and care access as required to create a corrective action plan using reports, charts, and/or narrative data; and assisting with monitoring and/or coordinating personnel matters. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
