- Provide accountability for key healthcare performance targets and advises leadership on planning, agreements, and program actions.
- Facilitate organizational decision-making and planning while coordinating with leadership and peers to resolve issues and implement changes that improve regional healthcare delivery.
- Coordinates budget planning and execution while recommending resource allocation, setting financial priorities, and implementing short- and long-term budget policies to support mission needs.
- Serve as the unit's lead data expert, analyzing key performance metrics, ensuring data integrity, managing databases, applying statistical methods, and guiding other specialists.
- Plan, assign, and evaluate the work of subordinates while managing priorities, schedules, performance standards, and personnel actions
- Address employee concerns, administers minor disciplinary measures, supports training and development, and identifies ways to improve productivity and work quality.

Conditions of employment- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A Personnel Security Investigation is required.
- This position is designated as moderate risk involving Public Trust. Appointment to this position is subject to a background investigation including a credit check to determine suitability for Federal employment and/or the position.
- One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.
- Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
- Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
QualificationsWho May Apply: US CitizensIn order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes utilizing electronic healthcare systems, such as Genesis; evaluating or analyzing healthcare processes and recommending solutions; coordinating or recommending budgets for funds and resources; and providing direction to employees and their work.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.
