The Air Force Civilian Service (AFCS) is looking for a Full-Time Supervisory General Engineer-GS-0801-13 to work at 99 CES/CEIAM, Nellis AFB, NV.

This is an interdisciplinary position to be filled and classified to the series represented by a candidate who meets the qualifications of one of the listed series:

0801 Supervisory General Engineer, 0808 Supervisory Architect, 0810 Supervisory Civil Engineer, 0830 Supervisory Mechanical Engineer, or 0850 Supervisory Electrical Engineer.

The primary purpose of this position is to serve as Chief and program manager, organizing, directing, and exercising second level supervisory control over employees within the Civil Engineer Squadron Project Management Element. The Element is the Squadron's management hub for contractor-executed construction projects including, but not limited to, architecture and engineering (A&E) service contracts, indefinite delivery, indefinite quantity(IDIQ) contracts, simplified acquisition of base engineer requirements (SABER) contracts, multiple award construction contracts (MACC), and blanket purchase agreements (BPAs) to execute facility requirements.

The ideal candidate is a highly skilled and strategic Supervisory Engineer to lead complex infrastructure initiatives. The ideal candidate possesses a robust multidisciplinary engineering background, with comprehensive knowledge of standard construction practices and federal contracting regulations. In this role, you will evaluate and integrate state-of-the-art scientific and engineering technologies into the design, operation, maintenance, and modernization of our natural and built installation infrastructure.

Salary: $108,719 - $141,337

QUALIFICATIONS:

U.S. Citizenship required.

Position is coded a Key Career Position (KCP).

The work requires the incumbent to obtain and maintain the appropriate security clearance.

The work requires the employee to access facilities and infrastructure which may require climbing on, crawling under or extensive walking at construction sites, hard hat areas or other base areas.

This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.

At minimum, a professional engineering degree at the bachelor's level from an ABET accredited institution is highly desired.

Professional registration or license as a Professional Engineer or Registered Architect in one of the 50 states or territories is desired but not required.

May be required to serve as a member of the Emergency Response Force during exercises or in the event of an actual emergency.

Duties:

Plans, organizes, and directs the activities of the Element. Develops Element goals and objectives that integrate organization and Engineering Flight objectives.

Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.

Represents the Element with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with other elements and flights in Base Civil Engineering and other offices involved in areas related to Element activities.

Communicates and coordinates Element issues with higher headquarters, regulatory agencies, other installation units, community officials, etc.

Directs the development and execution of Element budget and preparation of Planning, Programming, and Budgeting System (PPBS) documentation in support of engineering planning and execution.

KNOWLEDGE, SKILLS, ABILITIES:

Knowledge of a wide range of multidisciplinary, professional asset management and engineering theories, concepts, principles, standards, methods, techniques, materials, and equipment as well as knowledge of standard construction and contracting regulations, practices, and procedures.

Knowledge of the principles of planning and program management; common business and economic principles, theories, concepts, and procedures; financial management principles and standards; and the DoD Planning, Programming, Budgeting System (PPBS).

Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.

Skill in evaluating state-of-the-art scientific and engineering technologies and incorporating these into the planning, design, operation, maintenance, repair, and upgrade of installation natural/built infrastructure.

Ability to analyze, plan, organize, and direct the work operations to meet program requirements and objectives with available resources; and to mentor, motivate, and appraise the staff of an organization. Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities, including federal and local government, and industry.
