Full Job Description
The Air Force Civilian Service (AFCS) is looking for an Installation Emergency Manager (GS-0089-11) to join the team at the 55th Civil Engineer Squadron, Offutt AFB NE. The primary purpose of this position is to plan, direct, control, and administer the installation's Emergency Management (EM) program plan in support of DOD, Joint Service, Air Force, MAJCOM, Numbered Air Force, federal, state, and county plans in the area(s) of Prevention, Protection, Mitigation, Response, and Recovery.

DUTIES AND RESPONSIBILITIES:

- Develops, coordinates, obtains approval, and publishes plans and procedures for implementation of installation policies and instructions relating to EM.

- Conducts installation EM assessment and interprets and analyzes assessment results.

- Conducts initial and recurring training for functional areas of EM.

- Serves as Emergency Support Function (ESF 5), EM representative in the EOC and CBRN Control Center.

KNOWLEDGE, SKILLS, AND ABILITIES (KSA's):

- Knowledge of a wide range of health, safety, security directives, and environmental requirements as outlined in applicable safety standards, regulations, technical orders; National Disaster Recovery Framework (NDRF) plan organization, chain of command/lines of authority, and installation response roles and responsibilities; and natural disaster response procedures, training techniques, and use of specialized EM and CBRN equipment.

- Knowledge of and ability to develop EM training programs and conduct training and testing.

- Knowledge of EM, CBRN, and hazardous materials to develop, coordinate, and execute response plans and operations.

- Skill in analyzing situations and taking appropriate emergency action.

- Ability to make instant decisions and select a course of action under high stress conditions associated with emergency situations.

OTHER REQUIREMENTS:

- Air Force Certified Emergency Manager (AFCEM) certification is highly desirable.

- Completion of the National Planners course is highly desirable.

- Must have successfully completed or be able to complete within six (6) months of appointment to position, the Air Force Emergency Management Course.

- Must possess or obtain (and maintain), within six (6) months of appointment to position, hazardous materials

level training certifications through International Fire Service Accreditation Congress (IFSAC) or Pro Board Fire Service Professional Qualifications System Awareness, Operations, and Technician to perform containment, control, detection, and identification. Proficiency in these requirements is essential to maintaining this position.

- May be required to work extended hours after normal duty hours or on weekends for exercises or during emergency, disaster, or contingency operations.

- Must be able to obtain and maintain a Secret Security Clearance.

- The work requires the employee to drive a motor vehicle. An appropriate, valid driver's license will be required for the position.

- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
