Full Job Description
The Air Force Civilian Service (AFCS) is looking for a Full-Time Supervisory General Engineer/Systems Engineering Division Chief (NH-0801-04) to work at the Air Force Nuclear Weapons Center at Kirtland AFB, NM.

Be the AFNWC credible source and advocate awareness of Systems Engineering application, status, and continuous improvement throughout the Center's programs and lead the way in digital applications of Systems Engineering.

Duties: As part of the Policy team, the position performs the following duties:

The Systems Engineering Division Chief is responsible for performing professional engineering and management work in support of programs pertaining to Air Force Nuclear Weapons Center.

Plans, organizes, and oversees AFNWC systems engineering activity.

Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements.

Plans work for accomplishment by subordinate units, sets, adjusts, and manages established Digital Maturity Metrics for the AFNWC, presenting progress to Senior Leadership Quarterly.

Establishes objective key results with short-term priorities, acts as a mentor, and prepares schedules based on consideration of difficulty of requirements and assignments such that the experience, certifications, training, and abilities of the staff are effectively utilized to meet organization and customer needs.

Provides subordinate supervisors and staff with direction and advice regarding infrastructure, environments, acquisition language, systems engineering training from AF policies, procedures, and guidelines.

Reviews and structures organization to optimize use of resources and maximize efficiency and effectiveness of the organization.

Balances workload and provides overall direction and vision to the subordinate unit chiefs on a wide range of engineering and administrative issues.

Establishes metric and analysis systems for units managed to assess efficiency, effectiveness, and compliance with regulatory procedures.

Evaluates Integrated Digital Environment (IDE) requirements for additional resources submitted by subordinate supervisors, and balances organization needs with overall mission requirements and resource interests.

Identifies need for change in organization priorities and takes action to implement such changes.

Plans and schedules work in such a manner that promotes a smooth flow and even distribution and ensures effective use of organization resources to achieve organization goals and objectives as well as installation customer needs.

Establishes review systems for the organization that make certain government needs are met and validated, and that economy and quality of operations are maintained or improved. Accepts, amends, or rejects work of subordinate supervisors.

Reviews work and management techniques of subordinate supervisors and is held accountable for actions taken and advice provided by staff of subordinate units.

Makes decisions on work problems presented by subordinate supervisors. Directs self-assessment activities of subordinate supervisors.

Reviews and tracks training recommended by Director of Engineering, Chief Engineer, and subordinate supervisors to assure it is proper and promotes effective operation of the organization as a whole ensuring MBSE competency are kept current.

Executes projects to comply with all applicable Federal, state, and local laws and policies.

Serves as a consultant and expert in systems engineering work involved in the application of advanced theories, concepts, and principles related to development or sustainment of systems.

Incumbent provides expert advice to senior colleagues and/or agency officials responsible for broad program operations. Provides authoritative technical advice to the higher levels of agency management on matters of exceptional importance in the continuation or abandoning of objectives, goals, and programs.

Provides significant and innovative recommendations for advancing specialized programs and/or methods and evaluates and advises on the feasibility of new technology and state-of-the-art for incorporation into existing systems and equipment.

Develops short and long-term goals, applicable metrics, and action plans. Recommends a course of action for highly controversial and precedent setting technical matters.

Advises leadership on those program areas where technical approaches need to be redirected to overcome critical, unforeseen difficulties, and unsatisfactory results.

Performs complex and comprehensive analysis and utilizes systematic, disciplined, and quantifiable approaches to develop and implement new applications or technologies to resolve unique issues which could impact success.

Recommends establishment of guidelines and provides technical guidance and oversight for specific projects. Assesses program execution and takes appropriate action to adjust resources, change procedures, systems, or policies to increase efficiency and effectiveness.

Manages, plans, and organizes assigned projects, programs, and/or acquisitions to meet mission objectives.

Conducts technical reviews of work and maintains constant awareness of related exploratory and advanced development efforts.

Assesses technical ramifications to identify risks and take action to mitigate situations posing a threat to the accomplishment of engineering projects in the organization.

Employee may be responsible for evaluating the development and/or production of a system, subsystem, or equipment item to meet cost, schedule/performance, and supportability criteria.

May plan, coordinate, evaluate, and direct a disciplined engineering approach throughout the life cycle of an end-item or system to ensure that operational use, configuration changes, maintenance repairs, and part substitutions do not negatively impact efforts to achieve operational safety, suitability, and effectiveness (OSS&E).

Reviews, prepares, or presents oral and written reports to using commands, Air Force, and DoD leadership.

Represents the organization with a variety of Center, installation, and functional area organizations.

Serves on special agency and interagency committees, coordinating groups, etc., where decisions, commitments, and conclusions have considerable impact on the long-range planning and establishment of future projects/programs.

Establishes, develops, and maintains effective working relationships with counterparts or management officials at AFMC Centers, HQ AFMC, HQ USAF, DoD, other agencies, academia, or with contractor engineering specialists.

Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolves significant problems that arise.

Ensures subordinate units provide customer guidance and training. Participates in special projects and initiatives and performs special assignments.

Identifies the need for special projects and initiates milestones and goals.

Evaluates reports by analyzing facts and performing appropriate research and prepares detailed responses.

Determines appropriate recommendations for unresolved or questionable problems and performs follow-up.

Researches and determines or recommends appropriate actions or interpretation of issues that impact organization, installation, command, or agency.

Develop/Manage the DAF Nuclear Material Management integrated nuclear enterprise architecture, related to the new DAF Nuclear Systems Center Integrating PEO responsibilities. Integrates AFNSC weapon system architecture w/ external nuclear enabled/capable platforms/systems (aircraft, ground systems, maintenance systems, space systems, comms, and other related systems)

Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work.

Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.

Evaluates work performance of subordinates. Gives advice, counsel, or instruction to employees on both work and administrative matters.

Interviews candidates for positions; recommends appointment, promotion, or reassignment. Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager.

Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Identifies developmental and training needs of employees, providing or arranging for needed development and training.

Finds ways to improve production or increase the quality of the work directed.

The work requires the incumbent to obtain and maintain the appropriate security clearance.

KNOWLEDGE, SKILLS, ABILITIES:

Knowledge of a wide range of advanced multidisciplinary professional system engineering concepts, principles, practices, standards, methods, and techniques to apply experimental theories and new developments to problems not susceptible to treatment by accepted methods, and to plan and execute specialized programs of marked difficulty, responsibility, and significance.

Knowledge of the mission, roles, functions, organizational structure, and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence systems acquisition, development, and/or sustainment; and knowledge of planning, programming, and budgeting cycles, financial systems, and restrictions on expenditure of funds.

Knowledge of and skill in evaluating state-of-the-art and advancements in theory, application, technology, and policy affecting systems being developed, and in planning, organizing, and directing the functions and staff in critical aspects of development, production, and/or support of systems, subsystems, or equipment.

Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.

Skill in establishing and maintaining effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of individuals and organizations as well as communicating effectively, both orally and in writing.
