Summary

You will serve as a SUPERVISORY GENERAL BUSINESS AND INDUSTRY SPECIALIST in the Systems Acquisition Group, Cost & Schedule Analysis Department of NAVAIRWARCENAC DIV.

Duties

• You will provide leadership, technical expertise, and oversight to ensure the effective execution of team objectives, customer requirements, and alignment with organizational goals.
• You will establish and guide technical methodologies, standards, and best practices within the functional area, offering expert advice and solutions to complex challenges.
• You will foster collaboration across teams, monitor performance, and serve as a liaison between leadership and team members to ensure successful implementation of initiatives, advancement of priorities, and delivery of high-quality results.
• You will ensure the application of appropriate contractual cost and schedule reporting requirements for upcoming procurements and government projects.
• You will ensure the continuous improvement and effectiveness of Earned Value Management (EVM) processes and tools to support organizational objectives.
• You will review proposed legislation with potential significant impacts on agency programs, responsible for developing, interpreting, and evaluating guidance to ensure high-quality and reliable analyses.
• You will maintain direct contact with high-level technical and management officials within government agencies, participating in reviews, discussions, and meetings with various groups.
• You will maintain working knowledge of the latest operations research or industrial engineering theories, methods, and techniques associated specifically with Earned Value Management (EVM) and related professional disciplines.
• You will accomplish other duties as assigned.

• Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
• Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

• Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Functional Area and Tier assigned to the position, along with Continuous Learning (CL) points, are required within established timeframes.
• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-13/14) grade level or pay band (NM-04) in the Federal service or equivalent experience in the private or public sector. Specialized experience includes: 1) Applying knowledge of the concepts, principles, and methods of earned value, contractor schedule analysis, and government schedule development for air weapons systems/subsystems and acquisition strategies; 2) Providing overall technical direction and leadership to multi-disciplined teams and coordinating functions between various groups to complete earned value, contractor schedule analysis, and government schedule development products; 3) Communicating earned value, contractor schedule analysis, and government schedule development briefs at various leadership levels.
