The Air Force Civilian Service (AFCS) is looking for a Full-time Supervisory Financial Management Specialist (NH-0501-03) to work for Air Force Materiel Command (AFMC) in the 72 ABW, at Tinker Air Force Base located in Oklahoma City, Oklahoma. The primary purpose of this position is to exercise 2nd level (or higher) supervisory and managerial authorities over 72 FSS/FSR. Directs work activities through subordinate supervisors/leads with responsibility for providing advice, accountability, and expertise to higher management and/or senior leadership on a continuous basis. Exercises control over the organizational element by providing direction, planning, and leadership for assigned subordinate personnel.

Knowledge, Skills, and Abilities (KSA):

1. Knowledge of agency budget policies and procedures, regulations, guidelines, and precedents and controls and of the structure, programs and work methods of organization(s) for budgeting work.

2. Comprehensive knowledge of OMB, Congressional, and agency financial management and program objectives to prepare financial cost estimates, develop alternatives and funding requirements, and make recommendations to resolve financial/funding problems.

3. Knowledge of computerized budget system(s) and the ability to develop new methods and techniques of budgeting applicable to the forecasting of long range funding needs.

4. Knowledge of personnel safety, security and management, EEO regulations, procedures and practices, and Merit System principles and intent.

5. Skill in projecting and analyzing the potential effects of budgetary actions on national economic, social, and/or political objectives and applying a variety of analytical methods and techniques to budgetary processes and special studies.

6. Ability to plan, organize, and direct the functions of and mentor, motivate, and appraise the staff of an organization through subordinate supervisors and/or leads.

7. Ability to utilize AoP concepts and principles to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
