Summary

This position is part of the National Archives and Records Administration, Supervisory Facility Management Specialist. Incumbent serves as the operational leader responsible for planning, directing, and overseeing a comprehensive facility management program at Archives buildings (A1 and A2) and provides technical expertise across building operations, preventive maintenance, environmental compliance, energy management, and capital planning.

As a Supervisory Facility Operations Specialist (Facility Management Officer), you will:

  • Be responsible for the supervision of the facilities operation program for the Archives buildings (I and II) and other buildings in the National Capital area; to include: a. planning and supervising the building management program for operation, maintenance, preservation, repair and improvement; b. directing cleaning, sanitation and janitorial programs; c. providing for the use and conservation of utilities; d. recommending contracting for repairs and alterations; e. directing the maintenance of directory boards and signs; and f. directing continuous inspections and surveys of physical plant facilities to ensure that safety and proper building services are provided.
  • Supervise the space management program including space analysis, planning acquisition, assignment, utilization, and release of space for all NARA activities located in the National Capital area. Work directly with NARA Office Heads in effecting efficient assignment and utilization of office space, special purpose space, and storage space.
  • Develop the budget and monitors the resources for each program area, enforcing budgetary controls to ensure proper utilization of resources by subordinate supervisory personnel.
  • Provide for the installation, maintenance and repair of security systems to include duress and Closed-Circuit Television (CCTV).
  • Provide for the installation, maintenance and repair of fire safety systems. Serve as the Response Team Coordinator for the Occupant Emergency Plan; is responsible for ensuring wardens/monitors are properly trained and the buildings (AI & AII) are capable of being evacuated in a safe and effective manner.

  • A probationary or trial period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period.
  • A one year supervisory or managerial probationary period may be required.
  • Must successfully complete a background investigation.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form i-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
  • File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.
  • Designated and/or Random Drug Testing may be required.
  • The work is primarily sedentary, although there is some walking, bending, and carrying of moderately heavy objects. Considerable time is spent at construction and alteration sites. The work is quite stressful and at times requires intense concentration of working at top speed. Some overnight travel is required. Also, special operations may require overtime or occasional work on an alternate schedule, including weekends.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience for the GS-14 grade level is defined as one year of experience at the GS-13 grade level, or equivalent, that is typically in or related to the position and which equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of this position. Specialized experience for this position is defined as experience:

  • Experience with Maximo system and able to monitor maintenance and operation functions within the Maximo system; AND
  • Responsible for the supervision of the facilities operation program for the Archives buildings (A1 and A2) under the Consolidated Facilities Management contract; AND
  • Broad technical knowledge of the operating capabilities and maintenance requirements of various kinds of facility systems and equipment (HVAC systems, fire alarm and suppression systems, electrical, plumbing, steam, and grounds maintenance systems, specialized equipment used in refrigeration units, cafeterias, and laboratories, emergency power equipment such as diesel generators and back up battery systems, etc.)


In addition to the above requirements, you must meet the following requirements, if applicable (as defined in 5 CFR 300, Subpart F):

Time-in-Grade: For the GS-14, you must have been at the GS-13 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
