Summary

You will serve as a SUPERVISORY ENGINEERING TECHNICIAN in the WORK CONTROL AND TEST ENGINEERING DIVISION (CODE 246G) of the ENGINEERING AND PLANNING DEPARTMENT at DETACHMENT GUAM of PEARL HARBOR NSY AND IMF.

Guam is designated as a medically underserved area. Military medical facilities offer space-available primary and limited specialty medical care; however, services are not guaranteed.

• You will exercise administrative and technical supervision over employees performing non-nuclear work control and review of system testing.
• You will establish performance standards, effect disciplinary measures as needed, and carry out EEO policies and practices and communicate support of these policies to subordinates.
• You will manage and direct all assigned Guam Detachment work control and review of testing and coordinate efforts with shops and ships force.
• You will direct the preparation and execution of the work control program, and final certification of ship SUBSAFE testing in accordance with Naval Sea Systems Command (NAVSEA) specifications.
• You will serve as a liaison and team integrator to resolve system testing and work control program issues and/or problems.

• Occasional travel may be required, which may involve flying to locations of assigned ships, emergent work, or training involved with the position. There may be a requirement to deploy with the ship during sea trials.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

• Expertise in ship's systems in an operational or maintenance condition to execute non-nuclear work control testing programs for a shipyard.
• Executing technical expertise and authority in directing, overseeing, and certifying completion of testing, and management of a work control program.
• Setting phased goals to execute long-range work plans and schedules for a technical program segment for engineering shipyard project work.

Additional Information:

The work is mostly sedentary; however, the incumbent must be able to make regular visits to industrial work areas in shops, piers, dry docks, and onboard ships and submarines. Walking, bending, climbing, crawling, and some lifting and carrying of light items is required. Ship checks may be required during ship's deployment and may occur around operating machinery. Volume of work often requires work beyond normal working hours.

Work is normally performed in an office setting, however, site visits to production shops or onboard the ship may have the incumbent exposed to areas of poor lighting or other potentially hazardous areas.

The incumbent will be assigned to work in areas where certain, potentially harmful physical and chemical agents are present. These agents will include, but are not limited to fumes, dust, noise, heat, ionizing and non-ionizing radiation, and chemicals. To ensure employee safety and health, the shipyard maintains personal protection programs consistent with applicable laws and regulations. These programs may include engineering controls, training, work procedures, use of personnel protective equipment, and medical surveillance. As part of medical surveillance programs, the incumbent may be required to take medical examinations to assess his or her medical qualification for work involving these agents.

Occasional travel may be required. Travel onboard submersed ships during at sea operations may occasionally be required.
