The position is located in the Office of Field Operations, Division of Consumer Price Surveys.

Duties

Help

Duties include, but are not limited to:

• Leads liaison activities and technical support functions between regional and national offices on issues related to assigned surveys and training activities. Resolves operational problems, coordinates responses on technical issues, and ensures timely and effective responses from technical experts in other organizations.
• Designs national data collection plans for survey programs including overall workload, position control, resources, budgets, and deliverables to provide survey microdata within parameters of timeliness, quality, response, and productivity.
• Designs the conceptual, technical, and operational framework of the certification and quality programs for the subject survey(s).
• Develop and maintain procedures and training to support the data collection certification and quality programs. Monitors execution of on-the-job training and mentoring to support certification programs.
• Serves on management oversight groups to contribute to the accomplishment of program and organizational goals. Provides input to senior staff in formulating short-term and strategic plans. Advises senior management in national and regional offices of the likely impactof program and BLS initiatives on data collection, training and staff development, quality, resource utilization, and management goals.

Qualifications

Basic Requirement

Economist, 0110: A) Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

OR

B) Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

Specialized Experience

In addition to the basic requirements above, applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service. This experience must have equipped you with the particular knowledge, skills, and ability to successfully perform the duties of this position. This experience must demonstrate a thorough understanding of economic principles and theories and a wide knowledge of current economic factors and their implications. Examples of qualifying experience include:

• Monitoring, developing, documenting, and improving survey collection procedures and strategies, including conducting survey training.
• Creating performance monitors for productivity, response, timeliness, quality, and cost; communicating the output to regional offices to improve overall performance.
• Querying databases and creating data visualizations for the purposes of improving survey response and other metrics that ensure the efficient and effective operation of a large-scale data collection program.
• Completing projects using Agile development processes; serving as a tester and product owner.
• Serving on matrix teams, making presentations to large groups including external stakeholders, developing workplans, completing complex tasks, negotiating outcomes, and meeting tight deadlines.
