If selected, you will serve as the District's Supervisory Contracting Officer, exercising delegation of authority to contract for a variety of services, supplies, and equipment. The work involves directing the purchase of various commercial and/or specialized supplies, equipment and services for the Eastern District of Michigan. In addition, the position directs management of analytical studies and analyses of assigned program areas while also providing supervision, procurement oversight, and management consultation. This includes making recommendations to resolve specific problems pertaining to procurement and oversight of support services activities.

Typical work assignments will include, but are not limited to:

• Serving as Contract Specialist to execute mission requirements as workload necessitates;
• Providing technical direction over procurement and contracting activities in areas of preparation and issuance of sources sought announcements;
• Participating as a procurement team member in negotiations of contracts and performs procurement staff surveillance during all phases of the contracts;
• Supervising, planning, and directing personnel management activities to include positions and pay, selection or participation in the selection of subordinate employees;
• Interviewing candidates for subordinate positions; recommend hiring, promotion, or reassignments;
• As an expert in the procurement and contract management field, advising primary customers and District office personnel in all phases of the acquisition process.

Responsibilities will increase and assignments will become more complex as your training and experience progress.

• You must be a U.S. Citizen or National.
• Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.
• You must be registered for Selective Service, if applicable.
• If selected, you may be required to complete a one year probationary period.
• If selected, you will be subject to the satisfactory completion of a one year supervisory or managerial probationary period unless this requirement has been met previously.
• Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.
• You must meet all qualification and eligibility requirements within 30 days after the closing date of this announcement and before placement in the position.
• If selected, you will be required required to complete and file a Confidential Financial Disclosure Report (OGE Form 450).

Qualifications

To be considered for this position, you must meet the basic qualification requirements described below in A AND the minimum qualifications described in B, and the Time-in-Grade requirement outlined in C.

A. Basic Qualification Requirements: Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. AND A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

AND

B. Minimum Qualifications:GS-13: To be eligible at the GS-13 level, you must have one year of specialized experience equivalent to the GS-12 grade level in the Federal service as defined below.

Specialized Experience: One year of specialized experience which includes: 1) performing pre-award and post-award contracting duties for construction, supply or service contracts; 2) adhering to applicable acquisition regulation while conducting market research, performing price/cost analysis, negotiations, and contract administration; AND 3) developing and/or providing guidance on contracting policies and procedures.

Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.

C. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
