Job Summary

This position is located in the District Department of Transportation, Maintenance Operations Administration, Public Space Inspections (PSI) Branch. The PSI Branch is responsible for protecting District government assets and providing oversight within the public right-of-way (ROW), ensuring compliance of DC Municipal Regulations (DCMR), enforcing permit conditions and ensuring standard specifications for highways and structures are met. In addition, PSI investigates and resolves public realm deficiencies, ensuring that responsible parties resolve related problems. The position also oversees a team of inspectors who perform daily inspections of permitted and non-permitted activities to ensure conformity of established policies, standards, regulations and laws.

The incumbent in this role is responsible for establishing overall policies, objectives and helps set divisional goals to be accomplished. In addition, assumes complete technical and administrative responsibility for all projects relative to infrastructure and public right-of-way (ROW) and is provided latitude to exercise independent judgement for completing assigned tasks and resolving challenges.

Duties and Responsibilities

The incumbent is responsible for providing leadership, guidance and direction to staff. Provides oversight to complete specialized programs, services, and projects. Provides oversight related to all permitted projects within the public ROW to include Mega Projects , as well as designated major long term citywide capital improvement utility projects as well as permits for construction, occupancy and emergency work repair (EWR). Oversight also includes inspections to ensure federal guidelines and regulations compliance under the Pipes & Hazardous Materials Safety Administration (PHSMA). Ensures subordinate staff conduct comprehensive public space investigations, conducts surveys to audit compliance with District laws, regulations and policies governing public space; and other program and administrative functions of the division.

In conjunction with the Inspections Officer, the incumbent assists with providing guidance, training, direction, and operational oversight for the inspection staff. The incumbent is responsible for planning and ensuring staff complete assignments, conflict resolution, coordination of third-party work, as necessary, and implementing established policy. Manages, develops, and works in coordination with the Inspections Officer on the conceptual development, design and management of all public space inspection and enforcement responsibilities. Directs staff in the day-to-day operations providing leadership and direction as necessary to identify problems and guide professional and administrative support staff to successfully accomplish the mission, goals, and objectives of the branch. Oversees the infrastructure management information, traffic control plan requirements and other criteria for identification of utility companies, contractors, consultants and third-party assets to ensure effective and efficient work operations.

Qualifications and Education

This position requires at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression. Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Licensure and Certifications

Incumbent must possess and maintain a valid driver's license.

Working Conditions/Environment

Work involves primarily an office setting, however, will be required to perform outside duties with moderate risks or discomforts that requires special safety precautions (e.g. working around construction vehicles/equipment/materials and exposure to extreme weather conditions and requires the use of personal protective equipment at all times.

Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Position Designation(s): This position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability - Security Sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.

Emergency Designation: This position has been designated as an emergency employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early. Employees are required to work rotating shifts, to include evenings, nights, weekends and holidays. Employees are considered emergency personnel and are subject to call-in 24 hours a day and will be required to provide the employing agency with a telephone number where they can be reached.

Applicants claiming Residency Preference will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
