Summary

About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Cyber Center of Excellence at Fort Gordon, Georgia.

Duties

Help

  • Participates in developing, reviewing, staffing, and processing concept plans, MOUs, and MOAs for proposed changes in CCoE organizational structures and identifying related resource impacts to CYBER School and SIGNAL School.
  • Analyzes program and budget guidance and instructions from higher headquarters to determine impact on installation-mission operations.
  • Analyzes data for reasonableness and consistency of estimates, adequacy of justification, and compliance with prescribed laws, policies, and regulations. In addition, correlates the TDA to training requirements.
  • Recommends major reprogramming of funds to the Director, G8 (DRM) , Working Program Advisory Committee (WPBAC), and Commander to insure that balance is maintained.
  • Provides status of funds to DRM/G8. Conducts quarterly reviews throughout the fiscal year and daily reviews during yearend to ensure maximum Fund Control.
  • Serves as representative of the command at budget reviews and hearings at higher echelons.
  • Provides on-the-job training.
  • Reviews and certifies job descriptions.
  • Develops performance standards and prepares performance appraisals. Schedules and approves /disapproves leave of subordinates.
  • Assess impact on Budget Execution from financial systems modification implemented by DA and DOD.

  • Three year trial/probationary period may be required.
  • This position is designated Tier 3, Non-Critical Sensitive, Moderate Risk and requires the incumbent to obtain and maintain a Secret Security Clearance Level
  • Position may require temporary duty from duty station up to 15% of the time.
  • This position requires a Financial Management Certification within 2 years of hire date. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
  • This position is in the Supervision/Management work category as defined by Cyber Excepted Service, DoDI 1400.25-V3007. A one-year supervisory probation is required to assess your ability to perform supervisory duties.

This position is in the Supervision/Management Work Category at the Senior Work Level within the CES Occupational Structure.

To qualify based on your experience, your resume must describe one-year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1) Providing budgetary and technical oversight to develop cost estimates for programs, 2) Analyzing trends in fund utilization to prepare mission cost and performance reports for forecasting, 3) Preparing briefings with standard office automation systems such as General Financial Enterprise Business System (GFEBS) or equivalent SAP systems, and 4) Providing personnel management to subordinate staff to ensure achievement of established goals.
