Summary

About the Position: Serves as the Chief, Budget Operations Division, Resource Services Directorate, for Headquarters, Department of the Army. Ensures all phases of the budgetary process are in compliance with governmental law and regulatory guidance, Congressional mandates, Comptroller General decisions, GAO recommendations, and OMB/DoD/HQDA policies and procedures.

Duties

Help

• Actively promotes the elimination of fraud, waste, and mismanagement in the government through the Internal Control Program.
• Establishes policies and priorities for the short- and long-range planning for facilities, equipment, manpower, and funding necessary to accomplish mission.
• Promotes sound position management principles and programs, plans organizational structure and staffing needs, and provides career and promotional opportunities and skills.
• Directs the review and analysis of OMB/DoD/DA program and budget guidance and instructions, conducted by the Budget Execution and Funds Control Division, to determine impact on HQDA operations
• Through extensive research and interpretation, determines appropriate type of funds, source of funds, and proper financial procedures for obtaining and using funds.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Incumbent may be required to perform occasional Temporary Duty Travel (5%).
• Requires a Level 3 Certification under the DoD Financial Management (FM) Certification Program. If not already certified at this level, the incumbent of this position must obtain this certification within two (2) years of entry on duty.
• This position is designated as Mission Essential. Employee can be required to remain on duty or report for duty during contingency operations or other emergency situations.
• Commensurate with mission requirements, the incumbent can be required to work overtime and other than normal duty hours which may include evenings, weekends, and/or holidays. Call back and emergency duty are regular requirements of this position.
• This position is designated as a Key Position to ensure continuity in mission and cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization.
• Civilians in key positions must be exempted from recall to active duty because of Reserve or retired military obligation.
• Eligible for situational Telework only, including emergency and OPM prescribed "Unscheduled Telework".
• This position requires the incumbent be able to obtain and maintain a Secret security clearance.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes 1) Managing a complex segment of an organization's budget, which involves performing budget formulation, execution, and analysis for appropriated funds. 2) Analyzing budgetary guidance and regulations from higher headquarters (such as a department or agency level) to determine the financial impact on programs and operations. 3) Developing and presenting budget justifications and recommendations to senior leadership to support program funding and resource allocation decisions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
