Summary

You will serve as a SUPERVISORY ADMINISTRATIVE/TECHNICAL SPECIALIST in the Comptroller Department (01), Budget Division (011), Corporate Budget Branch (0111) of NAVSURFWARCEN IH DIV.

The NT-05 pay band encompasses positions equivalent to GS-13 and GS-14.

This position is part of the Warfare Centers Personnel Demonstration Project.


Duties

Help

  • You will provide leadership, direction, and oversight to a team of financial professionals.
  • You will ensure consistent financial practices, strong internal controls, accurate financial reporting, and effective business support is executed by the team across the organization.
  • You will foster collaboration between Comptroller and the department business units, ensuring the financial operations support team is in alignment with NSWC IHD's and the Navy's strategic and financial goals.
  • You will lead, mentor, and develop a geographically and functionally distributed team of financial support liaisons.
  • You will establish clear performance expectations, goals and metrics and conduct regular performance reviews.
  • You will provide guidance on complex financial issues, cost estimating, tracking execution and compliance matters.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.


Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector leading or coordinating financial work to include utilizing financial management systems or tools (e.g., Navy ERP) to analyze complex financial issues, develop solutions, and execute a budget for an organization.
