Summary

This position is located in the Department of Housing and Urban Development, Asst Secretary for Housing-Federal Housing Commissioner.

Duties

Help

As a/an Supervisory Accountant, you will:

  • Direct reporting on FHA mortgage insurance programs that are executed nationwide and are concerned primarily with insurance of loans and mortgages held by financial institutions for single family and multifamily housing, manufactured housing, and property improvement (Title I).
  • Serve as the agency's primary functional expert on financial reporting and interpretation of policies, regulations, and laws related to federal accounting standards. Ensure that financial reports are responsive to laws and requirements and that division activities are integrated with other federal and agency programs and activities. Ensure that division activities are conducted in strict compliance with applicable laws, regulations, and policies.
  • Plan and direct the activities of the division. Lead initiatives involving application of fiscal and financial management policies, procedures, and techniques to automated accounting systems. Oversee analysis of financial data and application of internal controls to automated financial systems. Direct preparation of OMB Form and Content financial statements and other federal financial statements according to federal accounting standards. Direct staff initiatives associated with working with the U.S. Standard General Ledger (SGL), applying proper budgetary and proprietary accounting associated with the SGL, and implementing Credit Reform requirements.
  • Advise agency leadership on the programs and activities for which the division is responsible. Make decisions or recommendations on controversial cases and issues.
  • Apply senior level functional knowledge, familiarity with the organizational environment, thorough understanding of precedents, sound judgment, and discretion.

The official duty station for this position will be in Alexandria, Virginia. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

Key Requirements:

  • Must be U.S. Citizen or U.S. National.
  • A probationary or trial period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period.
  • A one year supervisory or managerial probationary period may be required.
  • Must successfully complete a background investigation.
  • Public Trust - Background Investigation will be required.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: For the GS-15, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes:

-Preparing and auditing financial statements; AND

-Applying budgetary and proprietary accounting transactions; AND

-Developing and approving technical accounting policies and procedural instructions for financial reporting; AND

-Directing or overseeing a team of professionals, relating to financial management & accounting.


The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.

Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

For the GS-15 you must have been at the GS-14 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Education

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.

Individual Occupational Requirements

  1. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
    OR
  2. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
