Summary

This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. Duties

Help

  • You will review daily production documentation and execute short-term plans and schedules to maintain technical effectiveness and output.
  • You will coordinate daily work planning, monitor shop goals, and provide direct technical guidance to work leaders and employees on complex rigging, heavy lifting, or weight-handling operations.
  • You will monitor the daily life-cycle of industrial operations, ensuring strict compliance with weight-handling safety regulations (e.g., NAVFAC P-307) at the deck-plate level.
  • You will facilitate operational briefings and milestone reviews to validate lifting plans, assess schedule adherence, and mitigate operational risks.
  • You will plan work to be accomplished by subordinates, set and adjust priorities, and assign work based on the capabilities of employees.
  • You will evaluate employee performance, provide counseling and instruction, and interview and select candidates for positions.
  • You will serve as the primary business liaison, applying advanced organizational management principles to maximize stakeholder satisfaction.
  • You will demonstrate a wide array of supervisory skills, including conflict resolution, tactical planning, and personnel development, while providing comprehensive operational metrics to divisional leadership.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.


Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-02 (or GS-11 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector, leading teams or projects in a manufacturing, production, or industrial environment. Specialized experience must demonstrate the following:

  • Experience applying management and organizational principles to oversee production in an industrial plant or manufacturing environment, including lifting, handling, or crane operations.
  • Experience monitoring production activities, analyzing problems, and making recommendations that balance mission interests with stakeholder needs.
  • Experience contributing to production plans by compiling customer requirements, engineering designs, or process data to support manufacturing operations.
  • Experience analyzing or reviewing lifting and handling plans to ensure compliance with safety and technical standards.

Additional information

This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-03 broadband level encompasses positions equivalent to GS-12 and GS-13.

This position has a control point; thus, the salary range may be capped at GS-13, step 05, which is equivalent to $132,923. If your current salary is above this amount, your salary may be matched.

This position is covered by the Department of Defense Priority Placement Program.

Several vacancies may be filled.

A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.

Certain incentives (such as Recruitment, Relocation) may be authorized to eligible selectees. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.
