  1. Summary - The Supervisor of Finance/CFO has oversight over all financial functions and policies ensuring regulatory and internal compliance for the school system and provides financial leadership to include development of the schools system's budget, providing budget forecasting and analysis, serving on the school system's negotiations team, providing technical oversight of the finance, auditing, and purchasing activities to ensure fiscal responsibility, and ensuring compliance with all applicable federal, state, and local government requirements.


  1. Essential Duties and Responsibilities include the following: Other duties may be assigned by the Superintendent.
  • Serves as part of the Superintendent's Core and Cabinet Leadership Teams.
  • Provides leadership in the process, development, accounting and reporting of the Operating Budget, Food Service Budget and Special Revenue (restricted grants) budget.
  • Provides leadership in the process, accounting and reporting of all school activity funds, construction funds and fixed assets.
  • Directs and oversees all aspects of the Finance and Accounting functions including: payroll; accounts payable; accounts receivable; restricted grants; fixed asset management.
  • Evaluates and advises on the impact of proposed regulatory changes.
  • Advises Supervisory and Executive Management on financial implications of various programs and initiatives.
  • Reviews, evaluates, analyzes and implements effective internal controls.
  • Ensures compliance with GAAP and applicable federal, state and local regulations for financial and government reporting.
  • Trains Finance and other staff to ensure accuracy of financial data and to increase knowledge of financial management.
  • Coordinates all on site financial and compliance audits by external agencies.
  • Coordinates annual financial statement preparation including compiling and analyzing various financial documents.
  • Ensures credibility of the Finance Division by providing timely and accurate analysis, review and recommendations for all financial transactions.
  • Collaborates with supervisors of all levels in developing various annual reports to the Board, County Commissioners, MSDE, other regulatory agencies and general public.
  • Functions as a technical specialist in the areas of Finance and Accounting for all staff.
  • Serves as part of the negotiation team in collaboration with the Director of Human Resources.
  • Provides oversight of the District's Food and Nutrition Services Program.

  1. Education and/or Experience
  • A bachelor's degree in business administration, accounting, finance, or related field.
  • Certified Public Accountant (preferred).
  • Master's of Business Administration (preferred).
  • Has completed a minimum of five years of successful experience in the areas of budget, development, finance, and/or related field.
  • Has demonstrated leadership ability in budget development and finance.
  • Has knowledge of county, state, and federal regulations (GASB & GAAP) pertaining to public education finance and budget development.
  • Has demonstrated proficiency in the use of budget-related software platforms.
  • Has good interpersonal communication skills.
  • Has a willingness and capability to work beyond the normal workday.
  • Knowledge of Blueprint for Maryland's Future legal requirements.
  • Demonstrated success in leading in a complex organization.
  • Knowledge of relevant Federal and State regulations and current trends in public education.
  • Ability to effectively supervise and manage personnel.
  • Excellent oral and written communication skills.
  • Experience with PowerSchool's eFinancePlus or other accounting/budgeting software.


  1. Certificates, Licenses, Registrations

A valid driver's license is required.

  1. Language Skills

Ability to read, analyze, and interpret general business periodicals, professional and trade journals, technical procedures, reporting manuals, education law and legislation. Ability to write letters, detailed reports, and procedure manuals. Ability to effectively present information and respond to questions from Board of Directors, administrators, various auditors, regulatory agencies and the general public is required.

  1. Mathematical Skills

Ability to calculate figures and amounts such as discounts, fringe benefits, salaries, employee salary and benefit packages. Ability to apply concepts of basic algebra.

  1. Reasoning Ability

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

  1. Computer Skills

To perform this job successfully, an individual should have knowledge of Microsoft Office software including extensive knowledge of Excel as well as PowerSchool eFinancePlus.
