Job SummaryThis position provides strategic leadership and oversight for Pipeline Compliance across Dominion Energy's South Carolina natural gas operations. The successful candidate will lead efforts to ensure regulatory excellence, maintain audit readiness, and drive continuous improvement initiatives that support the safe, reliable, and compliant operation of the pipeline system.
The role is responsible for coordinating and facilitating regulatory and internal audits, managing corrective actions, and ensuring timely resolution of compliance-related findings. This individual will serve as a key regulatory subject matter expert, providing guidance on complex compliance matters, monitoring regulatory developments, and leading the implementation of new regulatory requirements within the Business Unit.
Additionally, the position will oversee annual regulatory reporting, manage elevated compliance issues, and ensure procedures, manuals, and compliance plans remain current and effective. The incumbent will collaborate closely with leaders across Operations, Engineering, Technical Training, and other business functions to advance a culture of safety, compliance, and operational excellence.
The position may be located at various office locations throughout South Carolina.
Additional responsibilities may include:- Lead the implementation, sustainment, and continuous improvement of the Pipeline Safety Management System (PSMS) in accordance with API RP 1173.
- Coordinate and evaluate emergency response exercises and drills to strengthen preparedness and operational resilience.
- Serve as the primary Pipeline Compliance liaison with federal, state, and local regulatory agencies and governmental stakeholders.
- Facilitate Human Factors investigations and drive implementation of lessons learned and corrective actions.
- Develop and maintain effective communication channels with company leadership regarding compliance risks, regulatory changes, and operational impacts.
- Prepare high-quality reports, regulatory responses, presentations, summaries, and correspondence with exceptional attention to detail and accuracy.
- Analyze and interpret new and emerging pipeline safety regulations, providing practical guidance and implementation strategies to ensure organizational compliance.
- Lead and provide strategic direction for the Quality Management Program, ensuring alignment with regulatory and business objectives.
- Champion a culture of continuous improvement, accountability, and operational excellence across the organization.
- Mentor, develop, and inspire high-performing teams while fostering employee engagement and professional growth.
- Provide technical expertise and innovative solutions for complex regulatory compliance challenges and business-critical initiatives.
- Drive enterprise-wide compliance initiatives that enhance safety performance, strengthen regulatory readiness, and support long-term business success.
Required Knowledge, Skills, Abilities & ExperienceDirectly Related Experience includes
: pipeline compliance, utility construction/design, field operations, damage prevention, quality control, environmental or safety discipline, regulatory, project lead, or construction management.
- Skills: leadership, interpersonal, decision making, effective verbal and written communication, regulatory background, scheduling/time management, project management, negotiation, problem solving.
- Abilities: adaptability, deal effectively with regulatory personnel and internal customers, make effective decisions, understand and interpret federal and state regulations.
- Must have valid driver's license and be able to drive.
Education RequirementsDegree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education:- Bachelor's Degree and 5+ years directly related experience; or
- Associates Degree and 7+ years of directly related experience; or
- High school diploma and 9+ years of directly related experience;
