Full Job Description
Purpose

The Water Quality Supervisor performs highly complex tasks to implement, maintain, and comply with all water quality and related environmental programs pertaining to all Liberty water facilities in California under their supervision. This person coordinates, oversees, and directs the activities of others within these systems, either directly or indirectly, which are related to water quality compliance or related environmental programs.

The purpose of this role is to ensure the water system remains in full regulatory compliance by planning and coordinating required sampling, maintaining sampling readiness, and managing accurate water quality data and documentation. Key outcomes include on-time collection and lab analysis of system/process samples; validated water quality results; timely submission of monthly drinking water and wastewater reports; complete, traceable compliance event records (Gensuite/Archer); ongoing readiness for current and new regulations (rTCR, DBP Stage 2, LCRi, UCMR); an assembled draft CCR; effective response to water quality customer complaints; and disciplined cost control through annual budgeting and spend management.

Accountabilities

  • Maintain adequate supply of coolers, containers, custody forms and cooling agents for as-needed samples
  • Serve as Primary Liaison with Operations to ensure timely collection, analysis and reporting of system and plat process samples
  • Serve as Primary Liaison with external Contract Lab(s) to confirm sample receipt and timely reporting of results to Liberty and Federal/State regulators
  • Review and Validate all water quality data
  • Complete and submit monthly regulatory reports of drinking water & wastewater quality
  • Document all compliance related events in Gensuite and track events in Archer
  • Coordinate full compliance with rTCR, DBP Stage 2, LCRi, UCMR and any other new regulations affecting the water system
  • Assemble data and complete draft CCR for review
  • Respond to all Water Quality customer complaints
  • Complete annual budget and review/manage costs to ensure spend falls within budget
  • Maintain and update system compliance plans - BSSP, Nitrification, Cross Connection, etc.


Education and Experience

  • Bachelor's degree or equivalent experience

Compensation Data

Full base salary range $95,000.00- $130,000.00 per year*Liberty considers several factors when extending an offer, including but not limited to, the role and responsibilities, a candidate's work experience, education, training and skills, and geographic location.
