  • Maintain records for qualifications and training compliance.
  • Manage Contractor OQ Programs to ensure alignment with Kinder Morgan's standards.

Full Job Description
What We Are Looking For

Manage Kinder Morgan's Operator Qualification (OQ) Program to ensure compliance with federal and applicable state pipeline safety regulatory requirements in a cost-effective and efficient manner with minimal impact on business units' processes or resources. This position supports Kinder Morgan's entire pipeline operations - Natural Gas Transmission, Processing, Products Pipelines, Liquid Terminals, and CO2 and interfaces with all levels of management.

What You Will Do

  • Manage staff of approximately 7 employees.
  • Provide guidance to the OQ Team members for improved coordination, focus, and effectiveness.
  • Maintain and revise as necessary, Kinder Morgan's Operator Qualification and related Training Program to ensure that they are effective and cost-efficient with minimal impact on business unit processes or resources.
  • Participate in Operator Qualification audits in-house, State, Federal or local agencies. Respond to agency requests and supply information.
  • Provide oversight to OQ Team members' training and development. Assist in developing an Operator Qualification management system.
  • Monitor Qualification and related training accomplishments through the maintenance of the Enterprise-wide recordkeeping system.
  • Track Qualifications accomplished with regulatory requirements - goal of 100% compliance. Manage the review and approval of Contractor OQ Programs to ensure consistency with Kinder Morgan's OQ program and Covered Task list.
    Assist in the supervision of third-party consultants who may provide support to the OQ program: manage scope, schedules, and costs.
  • Complete special projects and annual objectives assigned.
  • Up to 50% travel across a broad geographic region is required.
  • Present a positive image of OQ and foster cooperative relationships, motivating and influencing individuals to value and take personal ownership of the OQ regulation.

What You Need

Education:
  • Bachelor's Degree or equivalent work experience.

Experience / specific knowledge:
  • Minimum 3-5 years direct work experience in related job functions.
  • Knowledgeable of PHMSA/ DOT Operator Qualification Rule CFR 192 and 195 Familiar with OSHA, DOT, and EPA regulations relating to training.
    Competent in developing and evaluating effective procedural material and programs.
  • Good verbal and written communication skills, including ability to interact with individuals at all levels in the organization.
  • Must be able to work with a team, take direction from OQ Manager, focus attention on details, follow work rules, and adhere to work schedules.
  • Intermediate to excellent proficiency level in computer skills (PowerPoint, Outlook, Word, and Excel).
  • Must be able to work with confidential and sensitive information in a professional manner. Must be self-motivated and capable of working with minimal direct supervision.
  • Must be capable of completing and tracking multiple tasks simultaneously, and often under strict deadlines.
  • Prior involvement with regulatory agencies
  • Proven organizational and time management skills required. Familiar with budgeting and the KM budget process preferred.

Preferred Experience/ Skills/ Knowledge
  • Prior leadership, supervisory or management experience preferred.
  • Prior work experience in pipeline operations or engineering preferred
  • Project Management experience preferred.
  • Familiar with management system approach to program development preferred.
  • Knowledge of Kinder Morgan internal organization structure and understanding of business segments preferred.

Working conditions:
  • Modern office location in Houston, TX.
  • Travel up to 50% across a broad geographic region is required. Eligible for flexible, hybrid work schedule.
  • The successful candidate will be required to clear a drug screen and a complete background check, after an offer has been extended and prior to being employed
  • Must possess and maintain a valid driver's license and a driving record satisfactory to the Company and its insurers.
  • Required to carry a Company-provided cell phone and be available to respond during working and non-working hours.


Supervisory Responsibilities:
  • Responsible for managing multiple employees; including, but not limited to, regular performance evaluations, salaries, merit increases, bonus recommendations, employee development, training, schedules, expectations, goal development and tracking, etc.
