Full Job Description
Summary:
The Construction Supervisor is responsible for the day-to-day field execution of energy infrastructure projects including pipelines, compression facilities, processing plants, and related mechanical, civil, and electrical installations.
This role serves as the on-site construction leader, ensuring work is executed safely, efficiently, and in compliance with engineering drawings, specifications, regulatory requirements, and company quality standards.
The Construction Supervisor coordinates with contractors, inspectors, and operations to deliver projects on schedule and within budget while maintaining the highest standards of safety and workmanship.
Essential Duties and Responsibilities:
Manage the design and execution of a wide range of projects including: pipelines, compression facility projects, cryogenic processing plants projects, and general construction projects. Work closely with various internal and external groups (i.e., Facility Planning, Engineering, Environmental, Right of Way, Regulatory, Operations, Commercial, Legal, and third to party contractors) to execute these projects from conception to completion.
Assist Facility Planning, Operations, and Commercial Groups on all front-end activities regarding project scoping, estimating, and planning.
Manage project team member and stakeholder engagement.
Provide support, technical recommendations, problem evaluation and coordination for Engineering and Operations personnel relating to the design, operation, maintenance, modification, enhancement, and construction of plant, pipeline, and compressor station projects.
  • Oversee on-site construction activities from mobilization through mechanical/electrical completion with the construction and inspection team.
  • Responsible for planning and coordinating construction activities in correlation with inspection planning per the ET QAM.
    • Manage the Inspection Contracting/Staffing Plan to scale inspection up and down as needed
  • Ensure execution aligns with IFC drawings, project specifications, and scope requirements.
  • Maintain daily presence in the field to monitor quality, productivity, and safety.
  • Provide daily and weekly reporting to the project team.
  • Ensure proper sequencing of work activities line up with the schedule and effectively coordinate between disciplines for both safety and quality.
  • Responsible for the oversite of welding, coating and destructive/nondestructive testing and that all documentation is being reviewed and turned into Project Pulse in a timely manner.
  • Verify the technicians and inspectors have all tools required for the job and audit jobs weekly for quality per company standards and specifications.
  • Monitor contractor productivity and inspection staffing levels.
  • Identify potential schedule impacts and escalate risks.
  • Support change order documentation and scope clarification and communication between the PM, Contractors and Inspection teams.
  • Track field progress against project schedule and cost milestones.
  • Detailed knowledge of company policies and procedures, industry practices, construction standards, welding procedures, and OSHA rules and regulations
  • Prepare material lists and construction sketches/drawings for a wide range of projects.
  • Capable of managing outside service companies and support groups, as required, to construct the above-mentioned projects.
  • Assist with commissioning, PSSR, and walk downs.
  • Maintain regular, dependable attendance with a high level of professionalism and be willing to work outside of normal business hours and to respond to emergency situations at any time of day.
  • Manage multiple assignments with tight deadlines and constantly changing conditions and priorities.
  • Work well with related engineering and construction disciplines.
  • Prepare weekly project status reports.
  • Manage change management intently and proactively and communicate effectively to Project Sponsor accordingly.

Preferred/Not Required:
High school diploma or equivalent

Qualifications/Requirements:
  • 8+ years of relevant work experience
  • Minimum eight+ (8+) years of demonstrated experience in pipeline or facility/plant construction
  • Working knowledge of API, ASME, AWS, and NACE standards.
  • Competent with personal computer applications (i.e., Microsoft Excel, Microsoft Word, Microsoft Project, Google Earth Pro, Vision, and other Engineering Related Programs.
  • Working knowledge and understanding of material procurement process, material requisitions, as-built documentation, and material reconciliation.
  • Understand the compliance requirements to complete As-Built Job Books for all projects in a timely manner.
  • Ability to read and interpret P&IDs, isometrics, and construction drawings.
  • Strong leadership presence in field environments.
  • Willingness to travel and work extended hours as project demands require.
  • High ability to communicate (written and verbal) to all levels of the organization.
  • Strong interpersonal, organizational, and analytical skills to make sound judgements with minimum guidance regarding work prioritization and project execution.
  • High ability to lead a team intently and proactively and collaborate effectively to meet challenges of meeting business goals of the projects.
  • High degree of initiative and self-motivation.
  • Approximately 15% travel to all regions of the Energy Transfer system is required.

Preferred Qualifications
  • CWI (Certified Welding Inspector)
  • Valid AWS CWI
  • NACE Coating Inspector certification (Level II or III)
  • OSHA 30-hour certification
  • Bi-lingual (English/Spanish) not required but preferred.
