Summary

Duties

Help

  • You will serves as a principal advisor to senior managers and senior executives on financial management programs, plans and policies.
  • You will directs the development, implementation, and revision of financial strategies to ensure effective, efficient, and timely application of financial resources to achieve the organization's mission.
  • You will generate, recommend, and implement new and revised financial management concepts, methodologies, and strategies to support organizational programs.
  • You will manage the preparation and delivery of briefings to senior managers and executives on program execution and advises management on resource allocation while ensuring strict compliance with guidance from the DON.
  • You will oversee highly complex and sensitive analyses of financial reports and accounting data to resolve systemic deficiencies and recommends corrective actions required.
  • You will manage the organization's official response to internal and external audit activities, coordinating the reconciliation of financial data and validation of transactions involving financial management policy and procedures.
  • You will establish long-range work plans, schedules and organization objectives, while setting performance expectations to maintain continuity of operational requirements, prevent delays, and ensure efficient mission support.

  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Functional Area and Tier assigned to the position, along with Continuous Learning (CL) points, are required within established timeframes.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.


Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band DP-03 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Leading day-to-day BFM and PPBE activities for acquisition programs, formulating budget estimates, spend plans, and contract execution schedules; independently utilizing Navy ERP (N-ERP) to monitor execution, generate reports, and review/release funding documents; analyzing program variances to prepare draft reclaims, impact statements, and Plans of Action and Milestones (POA&M), while compiling critical acquisition documentation to support milestone reviews.

This position is in the Personnel Demonstration Project under authority of Title VII of the Civil Service Reform Act of 1978.

The pay schedule and pay band for all Demonstration Project Professional Positions will be DP-1/2/3/4.

In accordance with NAVWAR Echelon II compensation model, this position has been classified as a DP-04 position with no Control Point.

This position is covered by the Department of Defense Priority Placement Program.
