General DescriptionOversees the operations of the department as it pertains to accounting records and reports and supervision of staff performing accounting functions with respect to internal and external requirements. Performs activities including the production of general ledgers, processing of payroll and oversight of payroll system, annual audits, preparation of tax return information, providing data for political reporting, researching and implementing laws that impact payroll, affiliate training and funding, and providing services to members, governance, and staff.
Duties and Responsibilities- Supervises the payroll processing, reviews payroll tax returns and financial transactions, and assists plan administrators in compliance testing for deferred compensation and retirement plans.
- Coordinates payroll-related insurance (including workers compensation and disability insurance) and administers the CTA Voluntary Disability Plan, CTA Flexible Spending Account, and Commuter Benefits.
- Supervises designated accounting staff in day-to-day performance of their responsibilities in adherence to association policies and conformity to the requirements of the CTA/CAS agreement.
- Supervises the General Ledger, Accounts Payable and Accounts Receivable financial systems by being responsible for posting all entries from all systems, accounting for the inclusion of all A/P and A/R interfaces, and the overall reasonableness of the G/L. Supervises security for the above-mentioned financial systems.
- Reviews and approves payments and accounting entries impacting the Association's income and expenses.
- Reviews and analyzes the income and expenses of the Association.
- Supervises the preparation of financial statements and supporting documentation.
- Responsible for conformity of financial statements with generally accepted accounting principles.
- Coordinates the independent audits of CTA affiliates and subsidiaries.
- Supervises the preparation of tax returns and other tax-related information for CTA affiliates and subsidiaries.
- Prepares and calculates the UniServ budget and funding calculation and supervises the preparation of the UniServ statements.
- Analyzes the long-range needs of the department, both equipment and staffing; recommends changes necessary to meet the goals and objectives of the accounting department, specifically, and the Association in general.
- Trains department staff in the effective conduct of their work.
- Maintains attendance records: approves overtime, compensatory time, and leave requests.
- Completes supervisor report of injury as required for workers compensation injury claims.
- Provides consultation on various personnel matters, mediates internal disputes, and counsels associate staff.
- Performs other appropriate duties as assigned.
Qualifications - Minimum Required- Bachelor's degree in business related field or equivalent knowledge.
- Five years' experience in full range of accounting operations including company financial reports, accounts receivable, accounts payable, and payroll with at least one year in supervisory capacity.
- Computer proficiency and the ability to learn and use the Association's software programs.
- Knowledge of tax laws, generally accepted accounting principles, and financial statement disclosure requirements.
- Excellent written and verbal communication skills.
- Advanced proficiency in Excel.
- Available to work beyond normal CTA business hours and travel as needed.
- Ability to obtain and maintain a California Driver's license.
Desirable Additional Qualifications- Excellent presentation skills including the ability to present technical information.
- Experience with Dayforce payroll system and system implementations or upgrades.
- Familiarity with unionized environments and collective bargaining agreements.
- Experience with deferred compensation, retirement plans, and benefits-related payroll compliance.
