ABOUT THE POSITIONThe City of Gilroy is recruiting to fill the position of Supervising Code Enforcement Officer in the Community Development Department, Code Enforcement Division.
In this exciting opportunity, the Supervising Code Enforcement Officer will work under the supervision of the Deputy Director of Community Development and will participate in the City's code enforcement duties to ensure that the health, safety, and welfare of our community remains a top priority.
The Supervising Code Enforcement Officer is a journey level classification and will be responsible for a wide range of highly complex and sensitive code enforcement activities. This position will supervise a small team, organize, coordinate, direct, and participate in the required enforcement job functions that include investigating conditions, coordinating with and preparing documents for various departments, initiating procedures and providing educational programs to abate violations involving zoning ordinances, building codes, housing codes, property maintenance, and other issues relating to residential, commercial, and industrial building health and safety, and other code compliance matters. This position will assist with research, development, and implementation of policies and procedures to ensure timely and accurate completion of work assignments in compliance with local and state regulations and codes and will serve as a technical resource for assigned staff. Additionally, investigating complaints of public nuisances and quality of life issues. The Supervising Code Enforcement Officer will seek voluntary compliance or issue citations and initiate abatement procedures and perform other related duties as required.
CANDIDATE PERSPECTIVE/LEARNING OPPORTUNITIESAs the Supervising Code Enforcement Officer, you will have the opportunity to lead and guide and dedicated team through the City's code enforcement activities, setting priorities, and focusing on complex cases that require cooperation with multiple departments. Your responsibilities will include overseeing and participating in investigating complaints, documenting violations, and ensuring strict compliance with codes and regulations. Beyond supervisory duties, you will actively contribute to staff development by providing training, addressing deficiencies, and offering guidance on inspection and enforcement procedures. Your expertise will play a vital role in evaluating and advising on complex incidents, overseeing appeal hearings, and collaborating with various City departments.
THE IDEAL CANDIDATE WILL- Demonstrate highly effective supervisorial and leadership abilities, and handle the most complex, technical, and sensitive code enforcement assignments.
- Have a strong understanding of and ability to interpret a variety of municipal codes, ordinances, legal descriptions, and City policies, procedures, and other regulations to residents and property owners.
- Bring a wealth of knowledge of methods and procedures used in code compliance relating to issuing citations, obtaining inspection warrants, and principles used to prepare legal documents.
- Be experienced in investigating matters that require gathering information and weighing facts against applicable laws, rules, and regulations to draw proper conclusions.
- Provide innovative approaches to address complex and evolving issues.
- Possess knowledge of Geographic Information Systems (GIS) and mapping tools to enhance spatial analysis and improve efficiencies of code enforcement assignments.
- Have excellent communications skills, both written and verbal, to explain and interpret codes, ordinances, legal descriptions to various stakeholders.
- Have advanced emotional intelligence when engaged in difficult and contentious conversations and utilize exceptional conflict resolution skills.
- Practice quality interpersonal skills to successfully deal with a diverse range of individuals and groups, including residents, business owners, homeowner groups, and government offices.
- Be detail oriented and possess good time-management skills to handle a variety of assignments and meet deadlines in a fast-paced and busy work environment.
- Exercise critical thinking, open mindedness, and creative problem solving when providing day-to-day oversight and supervision of the Code Enforcement Division.
- Have prior experience utilizing specialized Community Development software such as EnerGov and MS Office Suite.

FIRST YEAR PROJECTS/ASSIGNMENTS:- Conduct a thorough review of the City's current code enforcement activities, identify priorities, and assist in reducing the backlog of outstanding cases.
- Develop and implement ordinances, policies, and programs and develop Standard Operating Procedures for ongoing management.
- Lead the resolution of complex and sensitive code enforcement activities, developing innovative solutions while ensuring compliance with applicable laws and regulations.
- Optimize enforcement procedures by implementing streamlined processes that promote timely and effective resolution of code violations.
QUALIFICATIONS- Possess five (5) years of progressively responsible code enforcement experience in a public sector agency, including a full range of municipal code enforcement activities with complex investigation, reporting and monitoring responsibilities, plus experience in a leadership role, such as program development and/or management.
- Possess certification as a Certified Code Enforcement Officer (CCEO) within one year of hire.
- Possess a California PC 832 (Penal Code 832) certificate of completion.
- Possess a high school diploma of G.E.D. certificate.
- Possess and maintain a California Class C License and a safe driving record.
- International Code Council (ICC) Residential Building Inspector Certification highly desirable.
- Pass a post offer medical examination, which includes a drug test.
- Must pass an employment background check, including a Department of Justice criminal record check.
- Bilingual (English/Spanish) desired, but not required.
- Prefer a non-tobacco user.

Subject to specific rules, a cash back program is also available with proof of other medical coverage. City employees participate in the PERS Health Program, and may choose their medical coverage from a variety of providers. The City's flexible benefits plan includes medical and dental coverage as core benefits. A range of optional benefits including vision care, medical and dependent care accounts are also available. A term life insurance policy equal to $100,000 as of July 1, 2017 per MOU, long-term disability plan, and an employee assistance plan are currently provided at City expense.
Other Benefits The City currently offers the CalPERS 2.5% at 55 pension plan for "classic" members and 2% at 62 for "new" members. Currently, the city pays the full employer portion of the retirement contribution for "classic" members and 50% of the total normal cost for "new" members. The "classic" member contribution of 8% is a pre-tax payroll deduction; "new" members shall pay 50% of the total normal cost as set by CalPERS.
Vacation, Sick Leave, Holidays Annual vacation ranges from two to four weeks per year, based on years of City of Gilroy service. Employees accrue eight hours of sick leave each month. Employees receive 36 hours of personal leave time in July of each fiscal year which must be used during the fiscal year (pro-rated based on hire date). The City observes 10 paid holidays each year.
Medicare/Social Security Employees participate in Medicare (1.45% for both the employer and employee) as this is a mandated federal program. City of Gilroy does not participate in Social Security.
Payroll All City employees are paid monthly, on the first business day of each month for the prior calendar month via direct deposit.
Representation Persons appointed to this position on a full-time basis are covered by the AFSCME Supervisory Unit Memorandum of Understanding.
