Introduction

The State of Connecticut, Department of Consumer Protection (DCP) is now hiring for a Supervising Accounts Examiner position with the Gaming Division.

The Gaming Division is responsible for regulating legal gambling programs in Connecticut including tribal casinos, lottery, Off-Track Betting, retail sports wagering, online sports wagering, online casino gaming, iLottery, and fantasy contests.

POSITION HIGHLIGHTS

  • Full-time
  • First shift, 7:30 AM - 4:00 PM
  • Monday through Friday, may include work on evenings and weekends
  • Location: 450 Columbus Blvd, Hartford
  • Hybrid work environment (combination of on-site and remote work)


THE ROLE

The Supervising Accounts Examiner position is critical to the DCP's mission as this position will be a working supervisor in the Gaming Division and responsibilities include ensuring compliance with Public Act 21-23, the Tribal/State of CT Gaming Compacts, Connecticut Lottery Corporation and associated Memorandums of Understanding (MOU) to safeguard the interests and safety of the consumer and public at large.

This position is responsible for ensuring that gaming operators accurately report gaming revenue and compliance with the revenue sharing agreements set forth in Connecticut Gaming Statutes and Regulations, the Gaming Compacts, and associated MOUs. This position will also have the responsibility for supporting all aspects of programmatic efforts including, but not limited to:

  • Schedule, assign, oversee, and review the work of staff
  • Provide staff training and assistance
  • Conduct performance evaluations
  • Determine priorities and plan unit work
  • Establish and maintain unit procedures
  • Develop or make recommendations on the development of policies and standards
  • Acts as liaison with other operating units, agencies, and outside officials regarding unit policies and procedures
  • Prepare reports and correspondence
  • Review audit reports for conformance with policies and regulations
  • May conduct hearings or conferences with those audited
  • Perform related duties as required

The Department of Consumer Protection's (DCP) Gaming Division is responsible for regulating legal gambling programs in Connecticut, which is comprised of casinos, lottery, iLottery, Off-Track Betting (OTB), retail sports wager & online sports wagering, online casino gaming, and fantasy contests. This is accomplished through a rigorous program of game and system approvals, licensing, inspections, monitoring, audits, and investigations which are conducted to best safeguard consumer interest and integrity of the gaming process.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience in accounting or auditing.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been performing the most complex accounting function or acting in a lead or consultative capacity.

NOTE: For state employees this experience is interpreted at the level of an Associate Accountant or an Associate Accounts Examiner.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in accounting or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree
  • A Master's degree in accounting may be substituted for one (1) additional year of the General Experience
  • Certification as a Certified Public Accountant or Certified Internal Auditor may be substituted for one (1) additional year of the General Experience.


PREFERRED QUALIFICATIONS

  • Experience with financial and compliance auditing in a regulated industry
  • Experience with administering state statutes, regulations, and technical standards
  • Experience in supervising or leading an audit team in a regulated industry
  • Experience with Generally Accepted Account Principles (GAAP)
  • Experience analyzing and interpreting financial reports to ensure compliance with internal control procedures
  • Experience preparing written reports and memoranda


SPECIAL REQUIREMENTS

Incumbents in this class may be required to travel.
