General Function:
Highly responsible technical and supervisory position requiring considerable independent action, decision-making, and technical expertise in the coordination of personnel, equipment, materials, and contractors to ensure the safe, reliable, and efficient operation and maintenance of the City's potable water distribution system and wastewater collection system within the Public Works Department.
Work involves planning, organizing, directing, and supervising the operation, maintenance, repair, inspection, construction, rehabilitation, and emergency response activities associated with the City's potable water distribution system and wastewater collection system, including water mains, wastewater gravity mains, force mains, lift stations, valves, fire hydrants, service connections, manholes, and related utility infrastructure. The position requires extensive initiative and independent judgment to provide leadership, maintain regulatory compliance, ensure system reliability, establish service levels, and recommend projects, programs, and operational processes to meet current and future operational needs.
Administrative functions of this position include enforcement of applicable policies, rules, regulations, and safety standards; budget preparation and administration; capital improvement planning; contract administration; staffing and personnel development; performance evaluations; personnel selection; and ensuring efficient and effective operation of the Water Distribution and Wastewater Collection Divisions.

Essential Duties and Responsibilities:

• Oversees the operation and maintenance of water mains, gravity sewer mains, force mains, lift stations, valves, hydrants, service lines, manholes, and related infrastructure.
• Reviews utility construction plans and inspects public and private utility improvements for compliance with City standards, specifications, permits, and applicable regulations.
• Plans, organizes, directs, and supervises the daily operation, maintenance, repair, rehabilitation, and construction of the City's potable water distribution and wastewater collection systems.
• Commands an exhaustive, end-to-end understanding of the developer connection process from initial utility availability application to final closeout, to be able to guide applicants, when needed, through all internal City workflows and required external regulatory agency approvals.
• Assists in determining, developing, implementing, and ensuring adherence to operational procedures consistent with federal, state, and local laws, ordinances, regulations, guidelines, and City policies.
• Continuously evaluates City standards and engineering details to identify gaps, proactively proposing updates when encountering novel scenarios or areas for improvement.
• Responds to customer complaints and service requests related to water distribution and wastewater collection operations.
• Oversees the development, planning, scheduling, inspection, and implementation of short- and long-range maintenance, rehabilitation, replacement, and capital improvement programs.
• Advises and responds to inquiries from City officials, employees, contractors, consultants, developers, regulatory agencies, and the public regarding utility operations, policies, standards, and infrastructure requirements.
• Prepares and maintains reports, records, operating logs, regulatory documentation, and daily reports required to support operational and permit compliance.
• Ensures the appropriate and responsible use of budgeted funds in accordance with approved budgets and applicable policies. Supervises office operations and personnel to ensure efficient and effective departmental performance. Trains, supervises, mentors, and evaluates supervisory, skilled, semi-skilled, and unskilled employees.
• Ensures employee and public safety by enforcing applicable regulations, utility industry best practices, and City safety policies.
• Plans, organizes, directs, and coordinates workforce deployment, scheduling, equipment, materials, and contractor resources to ensure the timely and efficient completion of work assignments
• Prioritizes and coordinates work orders to minimize service disruptions and maintain system reliability.
• Formulates and recommends operational policies, procedures, and best management practices for the Water Distribution and Wastewater Collection Divisions.
• Prepares and administers the Division's annual operating and capital budgets; monitors expenditures; and authorizes purchases within established financial authority.
• Coordinates utility shutdowns, service tie-ins, emergency repairs, and planned maintenance activities.
• Ensures equipment, vehicles, tools, and materials assigned to the Division are properly utilized, inventoried, and maintained.
• Administers maintenance, construction, emergency repair, rehabilitation, inspection, and professional service contracts; coordinates work with contractors to ensure quality, efficiency, and timely completion.
• Coordinates utility locating activities and ensures compliance with Sunshine 811 requirements.
• Oversees emergency response activities involving water main breaks, sanitary sewer overflows, lift station failures, utility outages, hurricanes, flooding events, and other emergency operations.
• Supports implementation of Capital Improvement Projects (CIP), asset management initiatives, CMOM programs, water loss reduction initiatives, I&I reduction/mitigation initiatives, and other regulatory compliance programs.
• Coordinates projects with Water and Wastewater Treatment, Streets, Stormwater, Engineering consultants, contractors, developers, regulatory agencies, and other City departments to ensure efficient utility operations.
• Manages personnel functions including employee development, performance evaluations, staffing recommendations, hiring, promotions, disciplinary actions, and succession planning.
• Conducts routine field inspections to ensure work quality, productivity, regulatory compliance, and adherence to established safety standards.
• Responds to emergencies on a twenty-four (24) hour basis and serves as an essential employee during emergency events.
• Oversees system compliance with all regulatory and industry standards, directly executing the operational and maintenance requirements of active compliance instruments including, but not limited to, the City's Basin Action Plan, Consent Decrees, Remedial Action Plans, etc..
• Serves as the primary subject matter expert on the City Code governing water and sewer systems; actively tracks, interprets, and enforces code amendments regarding developer processes, utility rates, and fee structures to ensure seamless project integration.
• Performs other related duties as assigned.

Type of Appointment/Work hours:

• Full-time/Regular in-person position.
• Standard workweek, which is forty (40) hours of work per week, usually consisting of five (5) days of eight (8) hours per day. The workday may be varied for the efficient delivery of public service.
• Will be required to work other than the standard workweek on occasion, including evenings, weekends, and/or holidays.
• Serves as an essential employee during emergencies and disaster response operations.

Requirements:

• Bachelor's degree in Engineering, Construction Management, Public Administration, or a closely related field required. An associate degree in a related field, combined with a minimum of four (4) years of supervisory experience overseeing public works construction, water distribution, wastewater collection systems, and field operations, may be substituted for the bachelor's degree requirement.
• Eight (8) to twelve (12) years of progressively responsible experience in public works, construction, or maintenance involving roadways, bridges, or other infrastructure projects, including four (4) to seven (7) years in a supervisory role managing multiple crews engaged in public works, construction, or maintenance operations.
• Proficiency in Microsoft Office and the ability to effectively use computerized maintenance management, project management, work-order, procurement, and contract administration systems.
• Extensive knowledge of Federal, State, and local rules and regulations and code requirements related to the Division.
• Ability to conduct research and analyze studies, review plans, specifications, and other technical material in order to reach objective conclusions.
• Wastewater collection system operator certification is preferred.
• Must possess a valid Florida Level 2 Water Distribution System Operator License and be eligible to obtain the Level 1 license within eighteen months of appointment.
• Must possess or obtain FDOT Advanced Temporary Traffic Control certification, formerly Advanced Maintenance of Traffic, within six months of appointment.
• Must possess a valid Florida driver's license with a clean driving record.
• Must pass a background screening process.
