Job Description Acts as CTtransit's safety and training frontline leader in providing classroom and individualized performance coaching in safety and customer service and in managing supervisory tasks and special projects that achieve company goals, improve operator performance, and ensure safe, reliable, responsive service.
This position is directly accountable to the Director of Security and/or the AGM of Safety. The position supervises Bus Operators, Security Personnel and other employees and may be required to issue or recommend discipline as it relates to safety or security infractions.
Examples of Duties - Assist in the assessment of organizational safety and security needs and develop strategies, policies, programs, and plans to mitigate risk and improve systemwide safety and security performance across all divisions, including CTfastrak.
- Under the direction of the Director of Safety and Security, oversee all safety and security programs, including training-related initiatives, and supervises personnel performing safety, security, and related supervisory functions.
- Oversee day-to-day safety and security operations, including rapid response to employee assaults, passenger disturbances, vandalism, fare disputes, accidents, and other incidents.
- Collaborate with team in designing, implementing, and evaluating comprehensive safety and security training programs for operators, supervisors, and security personnel, including defensive driving, de-escalation, situational awareness, conflict management, emergency response, and incident prevention.
- Assesses employee training needs and develops training objectives, instructional materials, participant workbooks, trainer guides, and hands-on activities to ensure required knowledge, skills, and customer service standards are achieved.
- Executes training using a variety of instructional methods, including classroom instruction, discussion, skills practice, and multimedia tools.
- Supports and leads the evaluation, investigation, grading, and documentation of accidents, incidents, and security events; ensures proper execution of on-scene investigations by supervisory staff.
- Coordinates retrieval, review, clipping, preservation, and secure storage of video footage for accident investigations, disciplinary actions, insurance claims, and prosecutorial or legal support.
- Leads or assists in investigations involving criminal activity, fare disputes, workplace violence, harassment, vandalism, theft, or safety and security policy violations, coordinating with law enforcement and legal partners as appropriate.
- Conducts employee safety observations, inspections, security audits, and has authority to remove employees from service due to unsafe acts or violations; administers safety-related discipline and prepares associated reports and documentation.
- Develops, maintains, and implements emergency response protocols, incident reporting procedures, escalation processes, and security plans to ensure consistent and effective responses across all divisions.
- Assists in managing safety- and security-related emergencies on a 24/7/365 basis and, when required, performs the duties of the Transportation Supervisor, including street supervision, dispatching, complaint resolution, work distribution, and bus quality control.
- Manages and supports systemwide security technology, including camera systems, video surveillance, access control, maintenance coordination, upgrades, and vendor management.
- Coordinates and supports fare enforcement operations, ensuring professionalism, consistency, and safety in all inspections and fare enforcement activities.
- Collaborates with Transportation, Safety, Operations, Training, Maintenance, and Human Resources to ensure coordinated approaches to operational risk management and employee safety.
- Administers, develops, and implements personnel policies and procedures related to safety, security, and training; maintains thorough working knowledge of agency policies and regulatory requirements, including federal, state, and local standards.
- Assists other Superintendents of Safety & Security and Director of Security in the oversight, coordination, and administration of the Passenger Suspension Policy, ensuring consistent implementation and compliance with established procedures.
- Participates in hiring, interviewing, selection, and performance management processes for safety, security, fare enforcement, and supervisory personnel.
- Collects, analyzes, and reports safety and security data, trends, and performance metrics to leadership to support informed decision-making and continuous improvement.
- Provides post-incident support to employees affected by safety or security events, coordinating with HR, Safety, and external partners as needed.
- Develops and delivers special orientations, equipment demonstrations, and training for employees and community groups as required; participates in interagency initiatives, outreach, and public safety partnerships.
- Attends and participates in professional development, in-service training, seminars, and staff meetings to remain current on industry trends, technologies, and best practices.
- May be required to operate revenue vehicles and assist other departments or divisions as operational needs dictate.
- Performs additional administrative duties and other related responsibilities as assigned.
Qualifications - Minimum possession of a bachelor's degree technical education certifications in Transportation, Operations, Safety, Management, Business, Public Administration or a closely related field and five (5) years of relevant work experience is required. A minimum of 2 years of leadership experience is required.
- An equivalent combination of education and work experience on a year for year basis can be substituted for the 4-year degree requirement.
- Experience in managing employees in a union environment, interviewing, hiring, training, employee development, employee discipline.
- Knowledge of public transit operations, policies and procedures, Company rules and regulations, traffic laws, routes, union contract provisions, transportation technologies, and other related information is required.
- Contractual requirements in a transit environment, knowledge of and the ability to model safe driving and customer service skills is required.
- A valid Driver's License is required. Individual may be required to travel in the course of their daily work.
- Ability to obtain a commercial driver's license with appropriate endorsements is required.
- Ability to work in a fast-paced environment, to multitask, manage multiple employees, ability to conduct training when necessary.
- The ability to prioritize projects and have excellent oral communication skills, interpersonal skills, tact and diplomacy, demonstrated ability to present information in a clear, well-organized manner, to provide step-by-step instructions and constructive feedback, and excellent written communications skills are essential.
- Ability to work both independently and in a team environment.
- Willing to work various shifts and respond to emergencies as needed that may be outside of typical business hours.
- Must be able to handle confidential information.
- OSHA 30 preferred or ability to obtain within 6 months of hire.
- Proficient in software programs (word processing, spreadsheet and database), Internet applications and utilization of all relevant office equipment. The ability to learn quickly internal software programs.
