Full Job Description
Job Summary:

The Subject Matter Expert III (C2/CO) provides senior-level professional, technical, and analytical support to the Naval Information Warfighting Development Center Cyberspace Operations Mission Area. The position supports tactics, training, requirements, readiness assessments, exercises, doctrine, experimentation, and advanced tactical training for NIWDC and Fleet activities.

Support Hours: Applicant shall be available during core work hours as established the Government customer.

Essential Duties & Responsibilities:
  • Review intelligence analysis on threats affecting Cyberspace Operations (CO) and support the development of Urgent Operational Needs Statements.
  • Analyze adversary CO capabilities, identify vulnerabilities, and develop tactics that mitigate threats and support Fleet operations.
  • Assess CO readiness requirements and develop scenarios, strategic concepts, and advanced exercises aligned with current Navy tactics and Strike Group Optimized Fleet Response Plan cycles.
  • Identify and document Fleet CO training requirements and develop event cards, scenarios, instructional materials, and assessment products for basic, intermediate, and advanced exercises.
  • Provide advanced Fleet CO training through Warfighting Tactics Instructor courses, Independent Deployer Assessment Training, and train-the-trainer events for Fleet Training Agents.
  • Coordinate with Fleet training stakeholders, Training Agents, Warfighting Development Centers, research organizations, laboratories, and other DoD partners to improve CO training and integrate emerging capabilities.
  • Provide CO subject matter expertise during Fleet exercises at Navy installations and aboard vessels, including support for synthetic training systems and unit- and battle-group-level events.
  • Develop, update, validate, author, and edit CO doctrine and tactical products, including CONOPs, CONEMPs, TAMEMOs, NTTPs, NTRPs, TACBULs, policies, preplanned responses, and tactical decision aids.
  • Perform gap analyses and review Joint and Naval doctrine to address Fleet CO training, tactics, readiness, and operational requirements.
  • Support Defense Readiness Reporting System-Navy activities, including data entry, refinement of Navy Mission Essential Tasks and Navy Tactical Tasks, assessment of readiness reporting tools, and alignment of readiness requirements with doctrine and training.
  • Support Live, Virtual, and Constructive training, virtual training development, and Modeling and Simulation events in accordance with applicable military doctrine, DoD directives, Federal guidance, and DoD regulations.
  • Participate in planning meetings, briefings, conferences, workshops, and site visits; prepare plans of action and milestones, presentations, spreadsheets, and monthly performance reports as requested.

Requirements

Minimum Education/Requirements:
  • A minimum of twelve years of recent CO experience is preferred, including experience performing responsibilities at the Navy enlisted E-6 level or above.
  • Knowledge and understanding of applicable technical concepts and practices used to support CO readiness across doctrine, organization, training, materiel, personnel, leadership, and facilities.
  • A bachelor's degree is preferred. Twelve additional years of CO experience may substitute for the bachelor's degree. Equivalent cybersecurity workforce certifications, such as Security+, Network+, CISSP, CCNA, or CASP, may also be considered.
  • Knowledge of CO technical concepts and practices used to support readiness across doctrine, organization, training, materiel, personnel, leadership, and facilities.
  • Strong analytical, research, technical writing, editing, and problem-solving skills.
  • Ability to translate complex CO concepts into training materials, doctrine, briefings, and recommendations for Fleet stakeholders.
  • Ability to coordinate effectively with Navy, DoD, Federal, research, laboratory, and training organizations.
  • Ability to manage assigned tasks, projects, and deliverables while meeting established deadlines.
  • Proficiency with Microsoft Word, Excel, and PowerPoint and Adobe Acrobat for reports, presentations, analyses, and other contract deliverables.
  • Ability to work independently in a classified environment and safeguard sensitive and classified information.

Preferred Qualifications:
  • Master Training Specialist qualification.
  • Experience supporting Fleet CO training, doctrine development, readiness reporting, exercises, or virtual training environments.

Security Clearance :
  • Active TS/SCI

Travel Requirement:
  • Travel may include local ship visits and CONUS or OCONUS travel to support training, exercises, meetings, and other contract requirements.
