Full Job Description
What does this role look like?

This position will be badged and accountable to the Global Supply Chain Director for Strategic Missile Defense (SMD), and indirectly accountable to the FBM LE2 D. This position will oversee a team of Subcontract Program Managers (SPMs) that are directly responsible for supplier execution.

As part of the SMD and FBM Subcontract Leadership Team, this role will offer you the following daily key responsibilities:
  • Support the SMD and FBM Program Office in execution of the overall program. Maintain a clear understanding of the mission purpose and program milestones. Ensure that program priorities are flowed down to the subcontract management team members and suppliers.
  • Monitor and support each subcontract management team as they manage the overall cost, schedule and technical execution of their subcontractor. Each team is expected to actively manage the supplier in delivering solutions on budget and schedule and develop and implement correction actions when necessary.
  • The Subcontract Program Managers (SPMs) on are also expected to manage cost performance, and ensure that cost reporting and forecasting are accurate each month as the Cost Account Manager (CAM) or to the CAM.
  • Directs and manages all costs, quality, schedule, financial, and technical performance requirements that are levied on the subcontractor or the product family and is required to ensure performance and support of the contract milestones of the system.
  • Develops sourcing and subcontract program management strategic plans that address overall program capture needs, execution, and risk management.
  • Acts as the main focal point to the subcontractor and program management office.
  • Responsible for and directs all phases of the subcontract from initiation of the business case for make or buy decisions through requests for proposals, transition to program startup, subcontract management plans, negotiation strategy, cost accountability, program execution, and contract closeout.
  • Makes informed decisions affecting the performance of the subcontractor.
  • Establishes milestone objectives to manage performance to committed schedules and contractual specifications. Leads a cross-functional team, normally composed of engineers, quality, and procurement personnel, to ensure successful subcontract execution and program delivery.
  • Responsible for providing status reporting as required and support Global Supply Chain business rhythm
  • Travel (up to 50%) to the customer and subcontractor locations is required.


Basic Qualifications

To be effective, you will need to possess these basic qualifications:
  • Bachelor's degree from an accredited college, or equivalent experience/combined education
  • 10+ years of professional experience in relevant field (i.e. Subcontract Program Management, Procurement, Subcontract Administration, Subcontract Management, Negotiation, Proposal, Category Management, Production Management, Program Management, Operations Management)
  • Extensive background with managing and leading teams responsible for cost, quality, schedule and technical program performance


Desired Skills

To be effective, ideally, you should also have:
  • Experience leading teams in dynamic and fast paced environments with high-demand customers (internal and external)
  • Experience managing a very diverse program of production, development, and sustainment efforts
  • Experience in training, coaching, and mentoring new and emerging talent
  • Experience in Aerospace & Defense (A & D) Industry, driving results within a metric based environment
  • Experience with Federal Acquisition Regulations (FAR) or Defense Federal Acquisition Regulations (DFAR)
  • Experience addressing & resolving complex matters/solutions with Senior Leadership, customers & suppliers
  • Experience in Risk and Opportunity Management including mitigating risks and capitalizing on opportunities
  • Demonstrated organizational skills to handle multiple overlapping projects, simultaneously
  • Expertise managing cost-type development subcontracts
  • Negotiations experience, in a Truth in Negotiations (TINA) environment


Pay Information

Full-Time Salary Range: $178500.00 - $331500.00

  • Annual short-term and/or long-term incentive compensation programs may be offered depending on the position. Payments under these annual programs are not guaranteed and can vary from year to year and are tied to a range of performance metrics.
  • For (Washington state applicants only) Non-represented full-time employees: accrue at least 10 hours per month of Paid Time Off (PTO) to be used for incidental absences and other reasons; receive at least 90 hours for holidays. Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.
