Job DescriptionThe role will primarily support chemical manufacturing and industrial construction related programs at the Holston & Radford Army Ammunition Plants, starting at the proposal preparation phase through contract closeout. This is a fast-paced position at a growing site and we are looking for someone to hit the ground running.
Location/Travel/Schedule:
- This position will require up to 10% of travel.
Responsibilities:
- Solicit and evaluate proposals, negotiate and prepare complex subcontracts, monitor subcontractor performance, and document subcontract files in accordance with established Procurement Policies and Procedures.
- Support terms and conditions negotiations for purchases and subcontracts.
- Identify potential sources for required materials or services and develop and issue Requests for Proposals (RFPs).
- Receive, review, and negotiate subcontractor proposals.
- Manage the sources selection process by leading the proposal evaluation team in fact finding, technical evaluations, and cost/price analysis.
- Negotiate subcontract terms and conditions including estimated cost/price, delivery, quality, and performance requirements.
- Develop and negotiate required special terms, conducts independent cost/price analysis as needed.
- Document the entire negotiation process.
- Develop the subcontract document; review it for compliance with Government, Corporate, and Company requirements; and obtain management approval prior to issuance to the subcontractor.
- Serves as subject matter expert for sub contractual matters under the Federal Acquisition Regulations (FAR) and the Defense Federal Acquisition Regulation Supplement (DFARS).
- Support the subcontract administration team from award through completion to ensure compliance with all terms and conditions, including price, schedule, and quality.
- Coordinate and participate in subcontractor surveys and program reviews.
- Review and monitor payments, commitments, and funding status.
- Negotiate subcontract changes and respond to all formal subcontract inquiries and issues.
- Provide subcontract status as required.
- Develop, negotiate, and issue teaming agreements, non-disclosure agreements, and memorandum of understanding.
- Provide subcontract advice and counsel to program managers, engineering personnel, and other related functions such as finance, quality, and contract administration.
- Enter administrative and financial data on subcontracts into various subcontract databases.
- Support Purchasing group as necessitated.
- Perform subcontract close-out.Lead process improvement and program initiatives.
Required Skills and Education- Bachelor's Degree or 6 years of relevant work experience in procurement, subcontracts, or contracts; or equivalent combination of education and experience.
- Experience in subcontracts administration.
- Experience in Defense (DoD).
- Knowledge of FAR and DFARS.
- Able to multi-task and adapt to shifting priorities.
- Excellent communications skills.
- MS Office Suite skills including Excel
Preferred Skills and Education- Experience in Industrial Construction a plus
- Experience in Department of Defense (DoD) Modernization a plus
- Experience in Government Owned Contractor Operated (GOCO) a plus
- Experience in International Traffic in Arms Regulation (ITAR) a plus
- Experience in Export Administration Regulation (EAR) a plus
