Job DescriptionThe Electronic Attack Solutions (ECS) product line is seeking an experienced and dynamic Principal Subcontract Administrator to join our team. This role has the responsibility for all phases of subcontract execution and supplier performance through the coordination, negotiation, and management of highly complex proposals and subcontracts under minimal supervision.
Candidate shall possess comprehensive knowledge of business agreements, government and commercial contracting methods, and federal DOD regulations while being able to work to work independently as well as manage cross functional program teams on all subcontract related issues; multi-tasking is crucial for success. Must be able to assess, prioritize, and drive issues to closure while exercising discretion and independent judgment in the performance of duties.
Candidate will prepare solicitation documents for highly complex and/or high-risk acquisitions to include statements of work, terms and conditions (including flow-down terms and conditions), bid or performance evaluation factors, and other measures incorporated into the requests for proposal as may be appropriate for the procurement. Serve as the focal point when bids are received, reviews both the technical and cost proposals with program teams and resolves/addresses any identified supplier exceptions through engagement and coordination with supporting program functions. Consult with company staff representing the Legal, Technical, Financial, and Managerial interests of the subcontract award and technical performance. Drive Zero Defect initiatives with subcontractors.
Candidate will ensure the receipt, accuracy and timeliness of subcontractor submitted documents relating to subcontract deliverables, including invoices and resolving invoice issues if they arise, as well as monitor performance relative to timeliness, cost considerations, and technical objectives. Review documentation for subcontracts to ensure compliance with industry and government contract requirements and internal BAE Systems policies and procedures. Prepares Cost Analysis and/or Price Analysis, negotiation memos, written reports, letters, and memoranda required for internal and external distribution. Maintains CPSR compliant subcontract files.
