General Definition

This is administrative civil engineering work directing a program in the Traffic or Highway Units in the Transportation Engineering Division of the Streets Department. Employees in the Highways Operations Assignment direct, through subordinate engineering, inspectional and trades supervisors, city-wide roadway inspection, maintenance and repair program work performed by departmental trades and semi-skilled personnel or direct all District Highway Offices in the Right of Way assignment. Employees in the Traffic Engineering Assignment direct, through subordinate engineering supervisors, the design and development of plans for traffic engineering projects. Employees in the Traffic Operations Assignment direct, through subordinate supervisors, traffic operations including traffic sign maintenance, installation and creation, and traffic signal maintenance and installation. Employees in the Bridge Design Assignment direct, through subordinate engineering and technical supervisors, bridge and structural design which includes designing, advertisement, and bidding of projects for bridges and other structural projects. Employees in the Construction assignment direct, through subordinate engineering and technical supervisors, construction management and inspection for engineering projects and contracts with consultants. Employees in the Roadway Assignment, direct through subordinate engineering and technical and supervisors, transportation design for engineering projects and consultants. Employees in the class are responsible for the planning and management of daily operations within a Highway Unit or a Traffic Unit of the Streets Department. Maintaining an effective working relationship with engineers, administrators, public utilities, contractors and other officials is a significant aspect of the work. Work is performed under the direction of a Streets Chief Engineer.

ELIGIBLE LIST

DEPARTMENTAL-ONLY PROMOTIONAL: Only a departmental promotional eligible list for the Streets Department will be established as a result of this examination.

Candidates who pass the exam and are placed on the civil service list will be retained on the list for a minimum of one year and a maximum of two years after the establishment of the Eligible List.

PREFERENCE FOR PHILADELPHIA RESIDENTS:

Candidates who have maintained a bona fide residence in Philadelphia for at least one year prior to the date of the civil service examination shall have priority over all other persons receiving an identical test score.
To receive such preference, candidates must respond to the question regarding residence later in this form.

The response on this application will be used to determine eligibility for preference for residents. Documentation of residence may be required if there is any question as to whether you meet the residency preference requirements.

If an applicant does not respond to the appropriate residence question, it will be assumed that the applicant does not qualify for residence preference. Eligibility for residence preference must be determined by the date of the test administration. No requests for residence preference will be granted after the test administration.

Scores in the Training and Experience Evaluation will be based on documentation of education and experience provided by the candidate. To receive full credit for your education and experience, you should submit all relevant documentation including college transcripts, licenses, certifications, paid out of class documentation, etc. and provide a detailed description of your education, experience, and credentials.

In accordance with Civil Service Regulation 9.091B, candidates will have 30 days after the results have been mailed to review their test and to file appeals. Minimum Acceptable Training and Experience
The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.
ANTICIPATED ELIGIBILITY
Candidates who meet all eligibility requirements within 6 months of the application deadline, February 2, 2027, will be admitted to this examination. Successful candidates will be placed on the eligible list but may not be hired or promoted until all requirements have been satisfied.
OPTION 1:

1.EDUCATION:
Completion of a bachelor's degree program at an accredited college or university, with major course work in engineering.
AND

2. GENERAL EXPERIENCE:

Four years of civil, electrical, or architectural engineering experience.
AND

3. SPECIFIC EXPERIENCE:

One year of experience in one of the following areas:

• Administrative traffic engineering work directing a major phase of the city's overall traffic engineering program as a Traffic Engineer.

• Civil engineering experience, at the second supervisory level, directing street construction, maintenance programs, inspectional operations and snow operations as a Highway District Engineer.

• Civil engineering experience directing, through subordinate engineering supervisors, the activities of a squad of engineers engaged in the investigation, preliminary planning review, design and preparation of specifications, cost and material estimates, technical reports and contract documents for the major phases of large scale construction, alteration or large scale engineering projects for bridges, road or highway sections and related features as an Engineering Supervisor 2.

• Civil engineering experience, at the second supervisory level, directing the activities of engineers, technicians and inspectors engaged in inspecting highways, road, or bridge construction projects as a Construction Engineer 2.

• Civil engineering experience directing the city-wide bridge inspection, maintenance and repair program as a Bridge Operations and Maintenance Engineer.

• Project management work directing, planning, and implementing engineering and architectural design for construction projects including bridges, street and highways as a Design and Construction Project Manager.

OPTION 2:

1. EDUCATION:
Completion of 60 college credits at an approved technical institute or an accredited college or university, with major course work in engineering.
OR
Completion of 60 college credits at an approved technical institute or an accredited college or university AND possession of the Construction Management Certificate issued by the City of Philadelphia demonstrating successful completion of the Street's Department 10-course Construction Management Certificate Program.
AND

2. GENERAL EXPERIENCE:
Seven years of civil or electrical engineering experience.
AND

3. SPECIFIC EXPERIENCE:
One year of civil engineering experience, at the second supervisory level, directing the activities of engineers, technicians and inspectors engaged in inspecting highways, road, or bridge construction projects as a Construction Engineer 2.
OR
Any equivalent combination education and experience determined to be acceptable by the Office of Human Resources, which has included the completion of 60 college credits at an accredited college or university in an acceptable area of engineering as an educational minimum.
PHYSICAL AND MEDICAL REQUIREMENTS

Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
