DISTINGUISHING FEATURES OF THE CLASS:
Technical position involving measurement of street openings and cuts to ensure permit accuracy, work performance and public safety. Inspects excavations, backfills, and construction, reconstruction and/or restoration authorized by permits. General supervision is received from administrative personnel; independent judgment is required.
TYPICAL WORK ACTIVITIES: (Illustrative Only)
Inspects sewer connections for compliance with City Engineering specifications;
Inspects trenches, excavations, sheeting and shoring for OSHA compliance;
Inspects and measures street openings and cuts for size, restoration and permit accuracy;
Checks permits, calculates restoration footage, and determines fees, bonds, deposits and reimbursements;
Monitors streets, sidewalks and public areas for dangerous conditions and notifies proper authorities;
Inspects street construction, reconstruction and restoration for code compliance and contacts authorities for job shutdowns when necessary;
Processes, maintains and submits required reports, logs and permits.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:
Knowledge of road and street pavement construction, reconstruction and restoration;
Knowledge of excavation, backfill and compaction methods and equipment;
Knowledge of local streets, roads, terrain and public areas;
Ability to make simple arithmetic computations and measurements;
Ability to effectively deal with the general public;
Good judgment and observation skills; tact; courtesy; dependability; integrity; physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS: EITHER
A) Graduation from a regionally accredited or New York State registered two year college or university with an Associate's Degree in Civil or Mechanical Engineering or a related field and one (1) year of experience in highway or heavy construction or in one of the construction trades; or
B) Graduation from high school or possession of a High School Equivalency Diploma and three (3) years of experience as described in (A); or
C) An equivalent combination of education/training and experience as defined by the limits of (A) and (B).
SPECIAL REQUIREMENT:
Possession of a Class D Driver's License valid in the State of New York.
NOTE:
Highway Construction is defined as; restoration or construction of roadway pavements, curbs and sidewalks.
Heavy Construction is defined as; excavation, backfill, sheeting and shoring systems to safely support excavations or installations of lateral connections.
