Summary

This position is part of the Air Force Elements, U.S. Transportation Command.

Duties

Help

As a STRATEGIC PLANNER/COMMUNICATIONS at the GS-0301-13 some of your typical work assignments may include:

  • Conducts strategic communication planning and executes approved plans that enhance the Defense Personal Property Program (DP3).
  • Researches and conducts analysis to generate recommendations to the Strategic Engagements Chief and other DP3 stakeholders on communication plans and strategies.
  • Develops briefs for the J9, Joint Staff, OSD, Service headquarters and other Commanders on DP3 program initiatives and progress.
  • Applies a working knowledge of research methodologies coupled with a high level of expertise in communication skills and strategic thinking to incorporate historical and factual analysis in support of both the Director/Commander's presentations and decision making; providing rapid, incisive, executive-level analysis and in response to the Director's requests for an independent perspective.
  • Technical expert and authority on all strategic communication matters to include establishing policy and procedures for interaction with Congress, Congressional staff members, DoD leadership, other military Services, preparing written and oral responses to inquiries, advising and preparing the J9 Director.
  • Represents the command as lead Strategic Communication expert for the Defense Personal Property Directorate charged with establishing and maintaining effective working relationships within USTRANSCOM, Transportation Component Commands (TCCs), Unified Commands, Office of the Secretary of Defense (OSD), Joint Staff, Military Services, General Services Administration, other DoD and Federal level agencies and commercial transportation organizations.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-12 grade level in the Federal service:

  • Develop communication products in a variety of modalities, including information papers, fact sheets, web articles, and other digital media engagement activities.
  • Lead collaborative marketing campaigns and develop correspondence that communicates Leadership's intent on key issues.
  • Prepare written and oral responses to inquiries from Congress, Congressional staff members, DoD leadership, and other military services.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
